"Lucky Invoice" program develops civilized consumption habits

Encouraging consumers to take invoice

To encourage consumers to take e-invoice when buying goods and services, the General Department of Taxation has launched "Lucky Invoice" program. According to the General Department of Taxation, implementing the "Lucky Invoice" program will be an important factor for consumers to supervise the implementation of tax obligations of businesses and sellers.

According to Mr. Dang Ngoc Minh, Deputy Director General of the General Department of Taxation, the launching of program aims to encourage consumers to use e-invoices under the Law on Tax Administration, thereby bringing benefits for consumers and supervising the revenue accounting of businesses and contributing to improving the modernization and digitization of tax administration.

The program is applied to all e-invoices with the tax authority's code. This is a basic requirement to strengthen management and responsibility of the Tax in management and use of e-invoice data and encourage consumers to require the seller to issue e-invoices for goods and services after paying the purchase cost for these goods or services.

The General Department of Taxation said that some countries and territories worldwide such as South Korea, and Taiwan (China) have effectively implemented the dial of the winning invoice. However, most individual consumers, do not account for expenses, so they do not have the habit of taking and keeping invoices.

Therefore, through the program, the State has created a mechanism to encourage consumers to develop civilized consumption habits: buy goods and get invoices. This will bring benefits to consumers when they have the opportunity to win prizes worth tens of VND millions.

The "Lucky Invoice" program is also a key component in the project to collect big data on e-invoice and send to the tax authority for tax administration. The main goal of e-invoice is to control costs and prevent fraud on tax invoices. The General Department of Taxation has determined that it is necessary to supervise a third party, the consumer, especially at the retail stage, to improve the efficiency of e-invoice. Implementing the program will be an important factor for consumers to monitor the tax obligations of businesses and sellers.

Many tax departments have implemented the program

In order to expand the program nationwide, the General Department of Taxation has requested tax departments of the provinces and centrally-run cities to implement the program. Following the direction of the country's top tax regulator, local tax departments have sent open letters to taxpayers and instructed the buyer to get e-invoice to participate in the program.

Thua Thien Hue Tax Department is one of the departments that issued the plan for implementation of e-invoices generated from cash registers and the "Lucky Invoice" Program.

The Department has reported to the local government on implementing this program. It has also made plans and notified to taxpayers and network operators.

The Department has reviewed and checked the list of taxpayers that are eligible to apply e-invoices created from cash registers in Thua Thien Hue province and encouraged the taxpayers to register the use of e-invoice created from cash registers through all mass media or phone, Zalo, email, Facebook, and coordinated with network operators to receive registration and solve problems about e-invoices for taxpayers.

Hanoi Tax Department has also issued a Decision approving the scheme of the "Lucky Invoice" program to encourage people in the capital to form a habit of civilized consumption, trading goods and services with legal e-invoices and documents.

According to the program "Lucky Invoices", no later than October 15, the Hanoi Tax Department will organize the selection of lucky invoices of the second quarter of 2022 and announce the winners. Furthermore, it is expected that, at the latest on November 15, the Department will organize an award ceremony for the winners of the second quarter's lucky invoices.

For the next lucky invoice selection period, no later than the 15th of the first month of the following quarter, the Department will select the previous quarter's lucky invoices, announce the winners and organize the awarding of prizes no later than 30 days from the date of announcement of the winner.

Many experts believe that the program will create a mechanism to encourage consumers to take invoices, thereby forming civilized consumption habits and protecting the interests of consumers.

The selection of "Lucky Invoices" is performed by each tax department under the principle of a random selection of taxpayers' invoices on the centralized e-invoice system of the Tax sector.

The program will be applied to e-invoices with a tax authority's code, and full identification information of the buyer (tax code/citizen identification/identity card/ passport).

The cancelled invoices, adjusted invoices, replaced invoices, and invoices with identical seller and buyer tax code information will be eligible for selection. Each valid invoice is included in the selection only one to ensure that the selection of the winning invoice is transparent and under strict supervision by the Supervisory Board.
