Linking 143 new procedures to the National Singer Window: big challenges in the last months of the year

There are 21% of the connected procedures

As of 15/7/2018, the total number of NSW connection procedures has reached 53, equivalent to 21% of the total number of connections required of sectors and ministries (53/251). Achieving the objectives of the Government and NSW Committee (NSW), ASEAN Single Window (ASW) and trade facilitation, recently ministries and sectors committed to connect with 143 procedures by the end of 2018. If the target is reached, the number of NSW implementation procedures will increase to 196 this year, representing 78% of the total number of required procedures.

"The number of connection procedures from now to the end of the year are registered by ministries. This is a very large number of procedures. However, if it is not implemented in the last few months of the year, the Ministry of Finance and the General Department of Customs have cooperated with related ministries and agencies to carry out many related tasks, such as unifying process, IT systems ... to serve the connection. For example, the Ministry of Transportation has a large number of procedures but they have plenty of time to prepare, so in late July or August, the Ministry of Transport will simultaneously link dozens of procedures into NSW.

Although there have been many preparations, the volume of connection registration procedures of ministries and branches in the coming time is very high, resulting in a large volume of work. Apart from the efforts of the Ministry of Finance and the General Department of Customs, it is necessary to have a high determination of the relevant ministries, otherwise the achievement of the target amount is very difficult,” - Deputy Minister of Finance Vu Thi Mai said in the seminar at the conference - The Government theme is "Promoting the National Singer Window (NSW), ASEAN Single Window (ASW) and facilitating trade", held last weekend.

The opinion of the Ministry of Finance is well founded because of the fact that after 4 years of implementing NSW, the result was still very modest with 53 procedures.

Completing the connection in 2020

The target in the coming time is all administrative procedures related to state management of export and import goods; transit; persons and means of transport on exit, entry or transit are provided through NSW in the form of online public service level 4.

At the same time, Vietnam participates in ASW and deploys ASW in accordance with commitments and roadmaps of ASEAN countries; Being ready with the techniques to connect and exchange information with non-ASEAN trade partners under the agreements that Vietnam participates in ...

In addition, all government agencies related to use information directly and indirectly about import and export activities, transit of goods; exit, entry, transit of person and transport facilities will be connected and can share state management information through the National Single Window Portal.

Besides the procedures for connection registration in 2018 as mentioned above, ministries and agencies set a target to implement administrative procedures with a large number of transactions, which will greatly affect the operation of Enterprises, organizations and citizens, to achieve at least 80% of the administrative procedures of ministries and branches involved in export/import, exit/entry and transit of goods, persons and vehicles by the end of 2019.

By the end of 2020, completing the implementation of all administrative procedures of the ministries and branches involved in the management of export and transit goods; people and means of transport on exit, entry or transit via NSW.

By 2020, 100% of NSW administrative procedures will be charging fees by electronic means; Electronic vouchers (electronic certificates, electronic certificates and equivalent electronic documents) issued through the NSW, and it can be used in other related administrative procedures.
