Innovate human resource to create the foundation for Customs modernization and reform

This is the basis for the GDVC to review the actual status of Customs officers, thereby, taking the next measures in innovating the human resource management to meet requirements of Customs modernization and reform.
Create a solid foundation
In many meetings and assessment periods on capacity assessment of Customs officers, the GDVC’s Deputy Director General Hoang Viet Cuong emphasized the essential requirement of the capacity assessment for Customs officers. Because human resource plays an important role in the state management in general, especially in the plan for Custom modernization and reform for the period 2016-2019 (according to Decision 1614/QD -BTC in 2016 of the Ministry of Finance), and it is a very important content in the Customs development, reform and modernization.
The essential requirement to innovate human resource management also stems from factors and necessity, due to the increased Customs sector workload, the growth rate of import-export turnover increasing by 10-12% per year on average, and while these increments are happening, human resources must be reduced by 10% until 2021. The core content of the plan for Custom’s reform for the period 2016- 2019 is its modernization. To this end, the most important factor is human resource. “Therefore, we must improve the capacity of Customs officers in their task performance,” - the Deputy Director General said.
Considerable success
With careful preparation from the General Department level to the local department level, the first official capacity assessment of Customs officers was organized at Quang Ninh Customs Department in November 2018. The spirit of learning of each Customs officer is immediately encountered at the capacity assessment, when there are families where both mother and children participate in the assessment. There are officers who are old, but there are also new and young officers. They all have a common goal of constantly striving and learning to achieve the highest results.
Participating in the Customs officers capacity assessment at Quang Ninh Customs Department was Mr. Hoang Cong Kien - a Customs officer of Cam Pha Customs Branch, who said that he felt he was returning to the period when he was a pupil and student when participating in the test. Although he has worked in the Customs sector for many years, he felt quite nervous. However, he was very happy when achieving a good result.
Sharing about the preparation for the first capacity assessment in the whole sector, Mr. Kien said that, “His Branch officers carefully prepared and reviewed to obtain the highest results. The dissemination of the assessment is great, so that almost all officers focused on studying documents and improved their qualifications.”
Talking about his experience, Mr, Kien also said that the most important thing is to update and study newly issued legal documents. With documents that have just been issued, we have to immediately update and research. It will serve the capacity assessment and our work. Thereby, improving qualifications and the efficiency of the customs officers' work.
According to the Quang Ninh Customs Department’s leader, the capacity assessment of Customs officers is to determine their actual capacity and qualification to effectively use and manage the human resources, train and appoint them. Thereby, step by step enhancing the qualification of the human resource, ensuring the officers are able to fulfill their tasks according to their working positions and the organization’s work assignment. Especially, the capacity assessment of Customs officers also satisfies the Customs sector’s integration and development requirements, contributing to the socio-economic development of the whole country and of the localities, increasing the reputation of the Customs sector in the system of state management agencies.
Director of Dong Nai Customs Department, Ms. Phung Thi Bich Huong, expected that the capacity assessment will be the motivation for all civil servants in the Customs sector as well as Dong Nai Customs Department, in enhancing their awareness for studying and improving their qualification, supporting the Customs sector in providing valuable human resource management methods and meeting the sector’s work requirements in the current period of customs growth towards integration.
Through the assessment, the GDVC will provide a roadmap for training and retraining civil servants who have not yet met the requirements. Accordingly, it will consider and rearrange them in accordance with their skills, capacity and working positions. The assessment is also the basis to consider the entrance exam for leaders at all levels.

According to Deputy Director General Hoang Viet Cuong, during 2019 and the following years, the GDVC will continue to assess the capacity of Customs officers at the provincial and municipal customs departments. The capacity assessment will not only be implemented for officers in 6 key professional fields, but also will be expanded in other fields, and will not be only for officers but also senior officers.
So far, there are 6 local Customs departments that have implemented the capacity assessment of Customs officers according to the working positions in 6 key professional fields: import and export duties, risk management, Customs control and supervision, anti-smuggling, post-clearance audit and violation handling; these are Quang Ninh, Da Nang, Dong Nai, Binh Duong, Hanoi and Ho Chi Minh City. The 6 GDVC’s departments include the Import-Export Duty Department, the Customs Risk Management Department, the Customs Control and Supervision Department, the Anti-smuggling and Investigation Department, the Post-clearance Audit Department and the Legal Department. |
