5 Tax divisions reached lower than average revenue of the sector and 4 Tax branches reached lower than Tax Department Office. Ha Noi Taxation Department examined 127,301 dossiers and accepted 121,620 dossiers, corrected 788 dossiers. Tax revenues increased 9.65 billion VND and reduced nearly 3 billion VND of Tax losses and reduced over 4.5 billion VND of a tax deduction, and 1,437 dossiers were proposed to be implemented on-site audit.

The Department basically well-performed procedures in accordance with regulations of the General Department of Taxation’s decisions and developed inspection plans at Tax headquarters and methods to develop these plans.

The implementation of inspection plans at Tax headquarters has achieved positive results. The Department trained and improved knowledge for inspectors and publicized initiative of “Inspecting financial report of tax payers and implementing accounting mechanism by informative software at Tax headquarters” which enhanced of inspection quality at Tax headquarters.

However, from the beginning of 2015, businesses do not have to submit the list of goods purchased and sold together with the monthly VAT declaration, causing reduction of efficiency of dossier examination at the desk and directly affecting the review for input invoice of businesses. At the same time, businesses do not have to submit the quarterly Corporate Income tax declaration, causing limitation of inspection at Tax headquarters. The preliminary examination of 100% of tax declaration dossiers at Tax headquarters has been carried out well but the efficiency is not high.

The Department implemented 11,066 on-site audits and handled 6,803 audits. Collecting from tax arrears and tax refunds and fine were 869.5 billion VND, reduced 112.3 billion VND of Tax deduction and 20.6 billion VND of Tax refund and 1,012.9 billion VND of Tax losses. It contributed 972 billion VND to State budget from tax arrears and tax refunds and fine.

In the first 8 months of 2017, Tax divisions and branches actively hasten the progress of on-site audits, reaching 64.3% of the estimate, an increase of 69.6% compared to the same period in 2016. This is the highest results in recent 5 years.
