Complicatedly take place on routes

According to the Standing Office of the National Steering Committee 389, through the fight against smuggling, trade fraud and counterfeit goods, the enforcement forces have identified many methods and tricks of the suspects.

The tricks include failing to declare and falsely declaring goods name, category, quantity and content in a mixture of substances, undervalue declaration of consignment, shipment route, mixing illegal products into imported and exported products.

Some suspects also take advantage of the policy for border residents to smuggle, illegally transport goods across the border, and legalize contraband goods.

Smugglers take advantage of e-commerce, social networking sites (facebook, zalo, tiktok...) to advertise and trade smuggled goods, goods of unknown origin, fake goods, and low-quality goods; transport and trade banned goods via postal and express delivery services; and transport goods high-value from abroad to Vietnam through temporary import and re-export activities.

In addition, suspects have abused open policies in establishing businesses to register and establish many different companies (“bogus” companies) but they do not operate as in the business registration certificate and illegally sell large number of value-added invoices to organizations and individuals to earn illegal large profit.

Smugglers take advantage of activities of foreign-invested enterprises in industrial parks to smuggle and illegally transport goods across the border into the domestic area and evade taxes.

In the first six months of 2024, the enforcement authorities detected and handled 64,185 violations (down 2.82% year-on-year).

The enforcement authorities have seized 6,042 cases of trafficking prohibited goods and smuggled goods (up 172.28% year-on-year); 55,133 cases of trade fraud and tax fraud (down 9.7% year-on-year); 3,010 cases of counterfeit goods and intellectual property violations (up 8.55% year-on-year); collected over VND6,066.792 billion (down 7.5% year-on-year); prosecuted 650 cases (down 44.25% year-on-year) and 1,913 suspects (down 18.82% year-on-year).

Emerging on the Vietnam-China border, although there are no hot spots or complicated cases, activities of smuggling, trading, and illegal transportation of goods and prohibited goods like drugs, firecrackers, alcohol, cigarettes, raw tobacco, foreign currency, DO oil, poultry breeds, frozen foods... still take place.

At Vietnam - Laos border, the smuggling and illegal transportation of goods and prohibited goods such as drugs, firecrackers, cigarettes, sugar, gold, foreign wine, cosmetics, and consumer goods. ... across the borders of Dien Bien, Son La, Thanh Hoa, Nghe An, Ha Tinh, Quang Binh, Quang Tri, Quang Nam, Kon Tum still occur.

At Vietnam - Cambodia border, activities of smuggling, tax evasion, illegal trading and transportation of goods and prohibited goods such as drugs, firecrackers, cigarettes, Vietnamese currency, sugar, and fertilizers, pesticides, petroleum products, cosmetics, supplemental foods, electronic goods, refrigeration... across the borders of Binh Phuoc, Tay Ninh, Long An, Dong Thap, An Giang, Kien Giang provinces still take place.

Smugglers illegally transport goods and prohibited goods such as drugs, firecrackers, explosives, cigarettes, wildlife products, sugar, alcohol, gasoline, and oil, coal, minerals, copper alloys, fertilizers, frozen foods, poultry breeds, used goods of foreign origin... on the seas and seaports of provinces and cities such as Quang Ninh and Hai Phong, Quang Binh, Quang Nam, Quang Ngai, Phu Yen, Ba Ria - Vung Tau, Ho Chi Minh City, Tien Giang, Ben Tre, Ca Mau, Kien Giang...

In the inland, the production, storage, transportation, and trading of prohibited goods, essential consumer goods, and goods failing to meet requirements of food safety such as drugs, firecrackers, clothes, shirts, footwear, children's toys, alcohol, beer, cakes, candy, and food take place complicatedly during holidays in most provinces and cities.

Failing to support in smuggling

In the last months of the year, the Standing Office of the National Steering Committee 389 predicts that suspects will promote smuggling, trade fraud, trafficking and transporting contraband goods and counterfeit goods on border routes, border gates, seaports, water areas, and the inland. They abuse e-commerce activities, social networking sites, and express delivery service to implement smuggling, trade fraud and counterfeit goods with sophisticated tricks, causing difficulties for enforcement authorities.

Accordingly, the National Steering Committee 389 directed local Steering Committees 389 will continue to strictly follow the guiding documents of the Government, Prime Minister, and National Steering Committee 389 on anti-smuggling and trade fraud and counterfeit goods.

At the same time, review and make recommendations to handle difficulties and obstacles in performing anti-smuggling, trade fraud and counterfeit goods.

Proactively develop programs, plans and solutions to combat smuggling, trade fraud and counterfeit goods in line with the reality and task requirements; focus on fighting and effectively preventing illegal trading and transportation of drugs, firecrackers, wild animals, smuggling and illegal transportation of cigarettes, petroleum products, sugar, gold, foreign currency…

Promote the education of officers to improve their qualifications, skills, awareness, political ideology, ethics, lifestyle, and fail to support, protect, or cover up smuggling and trade fraud trade and counterfeit goods; praise and reward units and individuals with outstanding achievements to encourage and spread good people and good deeds in the work.
