Through professional measures and international cooperation, competent forces discovered a transnational line of illegal transport of narcotics on a large-scale.

International criminal organisations take advantage of express delivery service and sending on consignment of non-commercial gift by air to send goods which are drug disguised to Taiwan for consumption.

Facing that situation, the Anti-Smuggling and Investigation Department proposed the leaders of the General Department of Vietnam Customs approve the establishment of a special project with secret number HK668.

At the same time, the Anti-Smuggling and Investigation Department sent documents to exchange information with C04 for coordination, investigation and verification and C04 established the special project 125H.

From information discovered by the Anti-Smuggling and Investigation Department and through international cooperation channels, the Special Project Committee obtained a lot of valuable information about the subjects and the tricks to remove drugs from plastic bags (packed and disguised as tea packages) to easily camouflage or hide in goods for export to Taiwan for consumption by air and transporting to hiding places in HCM City and Hanoi.

After investigation, reconnaissance and consolidation of files and documents, etc., the Special Project Committee of the Anti-Smuggling and Investigation Department and competent forces: Division 7 (Southern unit of C04); PC04 (HCM City Police); Binh Chanh District Police; Nha Be district police sent scouts to participate in the fight to dismantle the transnational drug trafficking.

Around 16:30 on May 19, subject Yeh Chen Chia took a Grap with license plate No. 51G-… to an apartment building in Nha Be district, HCM City. At the apartment building, two accomplices brought down three cartons of drugs to deliver to Chia.

Next, Chia asked the driver of the BKS 51G car to take it to a trade centre in Tan Phu district and got off the car and went to the shopping centre to escape becuase of fear of being watched.

After that, when there was no movement, Chia went to eat hotpot with another person and made an appointment with the car driver BKS 51G to the address on 7th Street, Binh Tri Dong B Ward, Binh Tan District, HCM City for delivering three cartons.

The implementation of the plan to solve the case, at 20:30 on May 19, at the hot pot and spicy noodle restaurant on 7th Street, Binh Tri Dong B ward, Binh Tan district, the Anti-Smuggling and Investigation Department and C04 worked with other forces to arrest Yeh Chen Chia and his partner and seized 30kg of ketamine hidden in three cartons.

After detecting drugs, the Special Project Committee directed five reconnaissance teams to break in, control and arrest the subjects, and search places suspected of hiding drugs.

At an apartment building in Tan Phu district (HCM City), 9 kg of ketamine was collected in cylindrical metal blocks.

At a warehouse of T.T Co., Ltd. in Binh Chanh District, HCM City, 150kg of ketamine was found within five electric motors.

Expanding investigation, from the information provided by Special Project Committee, C04 worked with the Thuong Tin District Police (Hanoi) to inspect the frozen warehouse in Hong Van commune, Thuong Tin district and discovered many styrofoam boxes containing pig‘s tripe.

Through inspection, 90 styrofoam boxes containing about 90kg of ketamine were disguised in bags of frozen pig’s tripe which were to be transported to China for consumption.

Up to now, the Special Project Committee arrested five subjects including: three Taiwanese (China), one Chinese national, one Vietnamese national, and seized 270 kg of ketamine.

The Special Project Committee is continuing to coordinate in investigating and clarifying the case, tracing the remaining subjects involved in the case, especially clarifying the origin of the drugs transported into Vietnam.
