Continuing the program "The business community and Customs are reliable partners to develop together", on 21st March and 22nd March 2017, the delegation of the Ho Chi Minh City Customs Department directly met enterprises with a large volume of imports and exports by air in order to interpret shortcomings and problems of enterprises to help enterprises observe the Customs Law. Also, through noting difficulties and problems of enterprises, Customs authorities will seek solutions to support enterprises.

Working with Vimedimex Binh Duong Company Limitied, the Manager of the Customs Branch of Tan Son Nhat International Airport, Mr. Do Thanh Quang said that in accordance with the Government's policy in trade facilitation for enterprises, Customs officers would directly met to praise the achievements of enterprises for the State budget, as well as sharing difficulties and problems with enterprises to solve together.

Regarding difficulties of enterprises, the Manager of the Customs Branch of Tan Son Nhat International Airport, Mr. Do Thanh Quang said that Customs procedures played an important role in the business supply chain. Therefore, in the case where enterprises faced difficulties in performance of Customs procedures, there will be delays in production and business of goods. During the process of Customs procedures, if there are problems related to Customs procedures, warehousing, shipping, specialized inspections and distribution of goods, Customs authorities will record and report to senior authorities to remove these problems.

Ms. Ngo Thuy Cat Tien, the Deputy Director of Vimedimex Binh Duong Company Limitied said that her company regularly imported medicines and medical equipment with an import turnover of $US 432 million in 2016 and an import turnover in 2017 is expected to increase by about 10% ($US 476 million).

With an average of more than 1,800 Customs declarations per year, her company received a lot of support from Customs authorities in Customs clearance of goods. Specifically, her company has been allowed to carry out Customs procedures at the priority door to promptly resolve problems arising for Customs clearance, Ms. Tien shared.

However, many enterprises reflected that the cost of import-export increased dramatically due to additional costs from transport companies. For example, the cost of import and export in the past accounted for 0.16% of total cost, but in recent 3 years, it has accounted for 0.2% - 0.3% of total cost. In addition, for enterprises which specialize in importing medical equipment, Customs declarations of these enterprises are often classified into the Red Channel (goods must be conducted physical inspections) and tax payment for import enterprises has been sometimes delayed due to network failure.

Regarding problems of enterprises, the leader of the Customs Branch of Tan Son Nhat International Airport said that Customs officers implemented collaboration among 3 parties: Customs – the Banking system – the State Treasury. Therefore, in the case where enterprises pay taxes into the State budget but the tax payment does not display in the system, the enterprises can directly meet Customs officers to solve. For consignments to be urgently conducted Customs clearance on Saturdays or Sundays, enterprises may contact the leader of the Customs Branch of Tan Son Nhat International Airport if they cannot conduct tax payment (State banks do not work on Saturdays and Sundays).

Earlier, at a meeting between Customs authorities and Oppo Scientific and Technical Company Limited, the leader of the company highly appreciated the enthusiastic support of Customs. Over the past 4 years, Oppo has grown rapidly, with a growth rate of 100%. Till now, the company has become the second largest company in the mobile phone market in Vietnam with a market share of 25%. Accordingly, the target of the company in 2017 is to reach 50% of total market share. With a long-term vision, Oppo Scientific and Technical Company Limited always well observe State's policies and the Law.

Regarding import and export activities, the company mainly imports and distributes mobile phones. Accordingly, the company is facilitated to perform Customs procedures and shorten Customs clearance time. Till now, the company has not faced up with any difficulties in process of Customs procedures.

At the meeting, the Customs Branch of Tan Son Nhat International Airport and functional departments of the Ho Chi Minh City Customs Department acknowledged and responded to some problems on price consultancy and procedures for recognition of AEO enterprises. Regarding the loss of goods in the process of transportation, the Customs Branch of Tan Son Nhat International Airport said it would work with State agency in warehouse management to prevent the violation in the process of transportation.
