HCM City Customs contributes to building Smart City

Together with the State management units in the area, the HCM City Customs Department has been building and applying many modern management applications to support and facilitate the export and import activities of enterprises.
Catch the industrial revolution 4.0
In the last days of April 2018, together with the emulation to celebrate the 43th anniversary of the liberation of the South, unification of the country, Customs Branch of Tan Son Nhat International Airport (HCM City Customs Department) put into use the new program guide procedures for passengers. Deputy Head of Customs Branch of Tan Son Nhat International Airport, Mr. Tran Ngoc Anh said that the unit had issued leaflets providing procedures for passengers. However, in order to further promote efficiency in propagandizing and guiding policies and procedures for border-gate passengers, the Customs Branch has applied video clips with lively picture content, introducing regulations on exports, the list of goods to be declared; the list of prohibited goods; the list of imported goods under license and subject to specialized management. With these videos, Tan Son Nhat International Airport Customs Branch will coordinate with airlines to show on international flights and checkpoints at the border.
The above application is only one of many applications that the Customs Branch of Tan Son Nhat International Airport is preparing to deploy in supporting and facilitating passengers. According to the leaders of this unit, the Government, the Ministry of Finance and the General Department of Vietnam Customs are urgently preparing to approach the industrial revolution 4.0 effectively. Ho Chi Minh City also set the first task of building the city into a smart city. With its position and important role, Tan Son Nhat International Airport Customs Branch is stepping up the development of information technology applications to help HCM City and the Customs sector achieve their targets, creating smartphone applications to guide Customs procedures, helping people and businesses track goods moving from place of purchase to destination.
Take the lead and breakthrough
As one of the leading units in the reform of administrative procedures and Customs modernization, in the past, the HCM City Customs Department has deployed many applications of information technology in the business. It aims to reform the procedures, shorten Customs clearance time, facilitate people, enterprises and passengers on entry and exit.
One of the breakthroughs of the Ho Chi Minh City Customs Department in the application of modern management in the first months of 2018, is the unit that has piloted the implementation of automatic Customs control and management system with goods through the Customs supervision area at seaports and airports under the plan 4098 / KH-TCHQ of the General Department of Vietnam Customs and the Decision 2722 / QD-BTC of the Ministry Finance. Till now, the General Department of Vietnam Customs has deployed at 4 ports, including Bong Sen port, SP-ITC port, Tan Cang-Hiep Phuoc port and Phuoc Long port (ICD1 and ICD3). Initially, the implementation achieved some encouraging results, bringing many advantages to Customs, port businesses and import-export enterprises, and highly appreciated by the business community. As of 18 March 2018, there were about 9,849 containers, 4,916 bales and 216,768 tons of bulk cargoes and about 2,407 Customs clearance papers through the monitoring area on the Automated Customs Surveillance System.
In order to deploy automatic monitoring and management system at seaports and airports to maximize the benefits for the business community and increase the management capacity of State agencies in export and import activities, Ho Chi Minh City has asked the leaders of Ho Chi Minh City People's Committee to direct the departments, business associations, warehouse business units involved.
In particular, at the border gate of Tan Son Nhat International Airport, the Customs office has applied the risk management method, checked the passengers on entry and exit combined with the installation of the system of luggage scanning system. At present, over 95% of passenger’s baggage on entry is cleared through the Green Channel, creating a civilized environment to attract investment, trade and tourism.
Not only in the professional work but also in the management, Customs Department of Ho Chi Minh City is also implementing many modern technology programs. Accordingly, from 23 April 2018, the Customs Department of Ho Chi Minh City has officially operated text management system and centralized management EdocCustoms and NetOffice for the operation of the unit.

With this step, the Customs Department of Ho Chi Minh City is contributing to the city to build Smart City, aiming to serve the best for people and businesses.
