Chua Ve Port is a large port in Hai Phong Port, but in recent years import and export goods have decreased significantly.

Difficult area

At the beginning of December, while other Customs branches (Hai Phong Seaport Customs Branch of Zone 1, Hai Phong Seaport Customs Branch of Zone 3, Dinh Vu Seaport Customs Branch) have completed the budget revenue target forthe whole year and even surpassed the desired target, Hai Phong Seaport Customs Branch of Zone 2 is still making efforts to complete this key task.

By the end of November, the branch fined 875 cases of administrative violations with a total of VND 2.5 billion, of which 119 cases of tax and policy violation saw total fines of VND 1.8 billion.

In addition, other violations such as carrying out procedures late, falsely declaring names of goods, HS codes and tax rates, leading to insufficientpayable tax amounts

In 2019, the branch is assigned a revenue target of VND 3,500 billion. But by the end of November, the branch only reached VND 3,440 billion, equivalent to 98.31 percent of the target. In fact, the Branch’s revenue collection faces difficulties stemming from the decrease in import-export activities in the areas.

The representative of the branch said that the branch was assigned to manage the customs operation areas and carry out customs procedures for import and export goods at five multi-purpose seaports (Chua Ve, An Hai, Tan Cang 128, Nam Dinh Vu, Dong Hai), four specialised seaports (Petec, K99, Hai Linh, Total Gas), two centralised check points (Inlaco, NorthFreight), one inland port (ICD Tan Cang), seven CFS warehouses (Ta Sa Duyen Hai, NorthFreight, Nam Phat, Vietfracht, Macs Shipping, Tan Tien Phong, Gemadept), two centralised checkpoints and six bonded warehouses (Tan Cang 128,Falcon1, Falcon2, DKP, Viettrans and Gemadept).

The branch’s management area is large, but in fact the volume of import and export goods in many warehouse, yards and seaports is insignificant, such as Chua Ve Port and Multi-purpose seaports, InLaco yard, Tan Tien Phong CFS Warehouse. On the other hand, imported goods were transferred to ICD under Decision 38/2017/QD-TTg dated August 18, 2017, Decision 23/2019/QD-TTg dated June 27, 2019 of the Prime Minister, leading to the sharp decrease in the branch’s revenue.

Facing this current status, to achieve the revenue target of the whole year, the branch has strengthened administrative reform and facilitated import and export activities, especially the development of Customs-Business partnerships.

In 2019, the branch has taken many measures to accelerate the signing of agreements. At the same time, holding monthly conferences to meet and speak with enterprises.

Especially, the branch held a meeting to work with 40 customs brokers and import and export enterprises which regularly carry out customs procedures at the branch with large revenue to remove difficulties and obstacles and develop coordination regulations among units with the goal of perfecting the process of carrying out customs procedures, meeting practical requirements of the task.

Strengthen anti-loss of revenue

Hai Phong Seaport Customs Branch of Zone 2 has focused on tax debt collection. From the beginning of the year, the branch urged to collect 452 tax debt cases (including tax debt in 2019 and previous years) and sent verification documents to local governments managing 15 enterprises, verified at 28 credit institutions of 8 enterprises delaying imposed tax payments and requested local customs branch to enforce three cases.

As of November 30, the branch handled and collected VND 746.79 million equivalent to 99.6 percent of the target of the whole year.

For anti-smuggling and trade fraud, the branch has regularly coordinated with competent agencies to identify methods, tricks and targeted items, thereby proposing measures to improve effectiveness.

In 2019 the branch has achieved outstanding results in handling infringements of goods origin and intellectual property infringement. Detecting and handling one case of fake origin and two cases of infringements of intellectual property rights.

In addition, the Branch handled two cases of importing used machinery ineligible for import and two cases of exported goods with false category to transfer dossiers to the Hai Phong Customs Enforcement Team to investigate and prosecute.

Leaders of Hai Phong Seaport Customs Branch of Zone 2 said that by 2020 the branch continues to promote administrative reform and Customs modernization to facilitate enterprises. The branch has organized monthly meetings to review obstacles and respond to enterprises to agree solutions or plan to guide the business community.

On the other hand, the branch has taken the initiative in researching, supplementing and perfecting legal documents and systematizing legal documentson import and export activities to further simplify administrative procedures.

Besides, the branch also focused on performing the task of state budget collection; training and retraining; promoting control, anti-smuggling, trade fraud and risk management.

As of December 12, the total budget revenue of the branch reached VND 3,600 billion, exceeding the target of VND 100 billion. In the last months of 2019, the branch is trying to complete the desired target of VND 3,800 billion.

In 2019, the target of budget revenue collection of 4 border gate Customs branches under Hai Phong Customs Department: Hai Phong Seaport Customs Branch of Zone 1 is VND 21,500 billion, Hai Phong Seaport Customs Branch of Zone 2 is VND 3,800 billion, Customs Branch of Zone 3 is VND11,100 billion and Dinh Vu Customs Branch is VND 8,000 billion.
