Ha Tinh Customs’ revenue down 40 percent

Import and export turnover from Formosa decreases sharply

According to Ha Tinh Customs Department, in the first two months of the year, the import and export turnover at the department reached 423 percent compared to 2019. At present, the department has processed 1,156 declarations, down 5.8 percent and the volume of means of transport decreased 8.2 percent compared to 2019. As of March 4, the department collected 763.89 billion, down 40.6 percent compared to 2019.

Dinh Van Hoa, Deputy Director of Ha Tinh Customs Department said the production, import and export activities of some enterprises in Ha Tinh have been affected by the outbreak of the Covid-19 epidemic and the limitation of raw materials supply for production, business, and import and export activities, leading to the decrease in turnover and revenue. Meanwhile, turnover and revenue via Vung Ang Economic Zone accounts for nearly 97 percent of the department’s total revenue, especially revenue from Formosa. Therefore, the reduction of production process as well as reduction of import and export volume of Formosa has greatly affected the revenue targets of Ha Tinh Customs Department.

A representative of Formosa said the company cannot import steel materials from China due to the outbreak of Covid-19 that affected the company’s business. Thousands of Chinese labourers working for Formosa have to delay the time of entry into Vietnam, which also caused difficulties for production.

Also, according to the Vung Ang Border Gate Customs Branch, at the end of March 3, the branch received and carried out customs procedures for 440 import and export declarations for iron, steel, wood chips, coal, iron and ore scrap with a turnover of more than US$ 397 million, down 27 percent compared to 2019; collected more than $756.8 billion, reaching 11.5 percent, down 33 percent compared to 2019. At the present date, Formosa has contributed $703.8 billion, accounting for 93 percent of the branch’s revenue and down 42.7 percent compared to 2019. The branch processed customs procedures for 153 ships on exit and entry and nearly 3,000 crew members, down 22 percent compared to 2019.

According to Hoa, in addition to an objective cause from the outbreak of the Covid-19 epidemic, another reason is the prolonged Lunar New Year holidays and the effects from US-China trade relations, therefore, the consumption of Formosa's output also declined, leading to a decrease in raw material resources and revenue.

Maximum support for enterprises

To be proactive in the implementation of revenue estimates, Ha Tinh Customs Department has directed subordinate units to drastically implement solutions to increase revenue based on practical situations. The branch has also worked with enterprises with large revenues in the province, especially; Formosa to understand its demand on import and export of goods, estimated revenue collected from now to the end of the year and proposed solutions for fulfilling assigned targets.

In addition, the department will continue to promote administrative reform and modernisation in various areas and drastically implement measures to increase revenue. It will also strengthen anti-revenue losses through price rulings and post-clearance audit, focusing on inspecting commodities and businesses with high risks. Finally it will grasp information, attract businesses to carry out customs procedures, accompany authorities at all levels in economic development and ensure safety and security at border gates and seaports.

At branches that have actively reviewed and assesses revenue traditional revenue sources, forecasted new revenue sources in the year to make accurate estimates. At the same time, working to grasp information on import and export activities of enterprises, removing difficulties and providing maximum support for production and business activities of enterprises.
