Ha Noi Customs: Sea cargo accounts for a large proportion of the State revenues

Specifically, the Hanoi Customs Department includes 11 Customs Branches, there are only two border gate Customs Branches (Noi Bai International Airport Customs Branch and Yen Vien International Railway Station Customs Branch). The remaining 9 Customs Branches mainly carry out Customs procedures for sea cargo which is transferred from Hai Phong.
In 2016, Ha Noi Customs Branch collected 19,986 billion VND, in which revenues from sea cargo accounted for 74% (14,812 billion VND) of total its revenue. In the first six months of 2017, sea cargo accounted for 73% (7,596 billion VND/ 10,346 billion VND) of total revenue.
According to a representative of Customs Control and Supervision Division, from July 1st, 2017, the implementation of Customs procedures for enterprises has been affected by the Government’s Decision 15/2017/QĐ- TTg on the list of imported goods subject to Customs procedures at import border gates.
In the past, consumer goods are restricted such as: garments, bags, electronics, ceramic products, sanitary ware, mobile phones, groceries, but now, enterprises can choose places to carry out Customs procedures in accordance with Article 22 of the Customs Law and Decision 15/2017/QD-TTg. These goods are allowed to be transferred to checkpoints outside border gates for Customs clearance.
Besides, goods under 17 commodity groups regulated in Decision 15/2017/QD-TTg, 14 commodity groups are still transferred to ICD My Dinh for Customs clearance and managed by the North Ha Noi Customs Branch under specialized mechanism (except 3 commodity groups in the list of scraps prescribed by the Prime Minister; Goods affecting the national security and defense according to the list as prescribed by the Ministry of Industry and Trade; explosive pre-substances and industrial explosive substances).
According to the new regulations some commodities which are implemented Customs procedures at Customs Branches (Vinh Phuc, Gia Thuy and etc) such as: motorcycles with a capacity of over 125 cm3, shall be implemented Customs clearance at import border gates. The Hanoi Customs Department directed enterprises to implement procedures at ICD My Dinh.

Therefore, in order to promptly guide the enterprises to carry out procedures in accordance with the provisions of Decision 15/2017/QD-TTg, the Hanoi Customs Department has listed importing enterprises eligible for the transfer and assigned Customs Branches to grasp information of enterprises in the city to
disseminate and guide procedures in accordance with current regulations. For example, for imports of motorcycles with a capacity of over 125 cm3, instead of implementing the procedures at the border gate, enterprises can implement procedures at ICD My Dinh.
