The Director General of Vietnam Customs, Nguyen Van Can, attended the conference, Standing Deputy Head of the Steering Committee 389 of the Ministry of Finance; representatives of ministries, agencies and members of the National Steering Committee 389.

Detecting and handling 42,776 violations

At the conference, the Director of the Office of the National Steering Committee 389, Le Thanh Hai, said the law enforcement agencies detected and handled 42,776 violations in the third quarter of the year, an increase of 22.82% compared with the previous year.

Among these are 7,032 cases of trafficking and illegal transportation of banned goods and smuggled goods; 34,879 cases of trade fraud and tax evasion; 847 cases of counterfeit goods and intellectual property infringement.

Between January and September, law enforcement agencies detected 99,975 violations, a decrease of 3.79% compared to 2021.

The law enforcement authorities discovered 12,275 cases of smuggling and illegal transportation of contraband goods; 82,678 cases of commercial fraud and tax fraud, 1,866 cases of counterfeit goods and intellectual property infringement; collected VND7,666 billion, prosecuted 380 cases and 472 suspects.

The authorities collected and contributed VND3,938 billion, up 58.05%, prosecuted 94 cases, down 45.98% and arrested 220 suspects year-on-year.

The 389 National Steering Committee report said that ministries, government agencies and localities across the country have effectively implemented the direction of the Government, the Prime Minister, and the 389 National Steering Committee in the fight against smuggling, commercial fraud and counterfeit goods.

The competent forces handled many violations and suspects and prevented hot spots on smuggling, commercial fraud and fake goods.

However, traders have abused e-commerce to smuggling is still complicated. The demand for online purchases of goods is increasing.

Traders have abused e-commerce to sell banned goods, smuggled goods, goods of unknown origin, and goods infringing intellectual property rights in cyberspace, so the verification, tracing and handling for violation face difficulties, especially doing business on social networking applications, due to a lack of legal framework.

The illegal transportation of products and fake goods by traditional methods on the Northern border, such as shipping goods across border crossing and exchanging border residents, has plunged. However, smugglers have traded smuggled goods and goods of unknown origin, mixed smuggled goods with other goods, used blank invoices, changed goods labelling, and produced fake products.

Launching peak month of tackling smuggling and counterfeit goods

Speaking at the conference, Minister of Finance Ho Duc Phoc highly appreciated the contribution of law enforcement agencies in the fight against smuggling, trade fraud, and counterfeit goods in the third quarter.

In the remaining months of the year, Minister of Finance Ho Duc Phoc suggested that ministries, government agencies and localities need to perform tasks more drastic as follows:

Firstly, law enforcement forces must identify the causes and solutions to overcome them.

Secondly, strictly comply with the direction of the Government, the Prime Minister, and the National Steering Committee 389 at the preliminary conference to review performance in the first six months of 2022; effectively implement plan No. 92 of the National Steering Committee 389.

Thirdly, from now until the end of 2022, when the smuggling and trade fraud will take place complicatedly and increase, the competent authorities need to strengthen the dissemination of the contribution of excellent officers and organizations and warn of methods, tricks and arrests.

Fourthly, develop programs and plans to fight against smuggling, trade fraud and counterfeit goods before, during and after the 2023 Lunar New Year.

Fifthly, strengthen coordination among ministries, government agencies and localities, build strength, and focus on drastically combating smuggling, commercial fraud and counterfeit goods.
