Start running the experiment

On November 13, Tan Son Nhat International Airport's Customs Sub-Department will conduct the test run of the Automated Customs Management System at Tan Son Nhat International Airport as directed by the Director General of the General Department of Customs Nguyen Van Can. According to Mr. Do Thanh Quang, Director of Tan Son Nhat International Airport Customs Department, to prepare for VASSCM deployment, the unit organizes meeting rooms to meet with departments and units to solve immediately their difficulties and obstacles... and up to now have prepared a successful connection technically. At the same time, the unit has made a summary report of the business process to have detailed plan; organize training for officials and staff; Businesses, warehouse, yard, port in the area, the airlines...

According to the HCM City Customs Department, during the trial run, the units will work together to solve problems, as well as improve the operational procedures to best manage luggage, vehicles and import-export goods, including situations that must ensure good control set by the Director General.

Previously, at the meeting with the Customs Department of Ho Chi Minh City and Customs Department of Tan Son Nhat International Airport at the weekend, Director General Nguyen Van Can said that with the increasing number of passengers, goods and services exported through air, in order to effectively manage the import and export of luggage and goods, but still ensure the ventilation, shorten customs clearance time... to force the Customs office to modern management. The implementation of VASSCM will be managed from the beginning to the end of the way of import and export luggage. During the journey of goods, luggage is monitored, managed and expressed entirely on the system. The VASSCM pilot program was piloted at Tan Son Nhat International Airport. Initially made preparations, however, to draw experience from the implementation at Noi Bai International Airport, the General Department of Customs has completed the problems that have arisen, up to now have reached 98% compared with requirements.

It is known that the Customs Department of Ho Chi Minh City will run the test in about 10 days then will officially carry out VASSCM at Tan Son Nhat International Airport.

Initial success

At the meeting with General Director Nguyen Van Can over the weekend, Mr. Ngo Minh Thuan, General Director of Sai Gon New Port Corporation said that after deploying VASSCM at Cat Lai port - accounting for more than 70% of the import and export volume in the South - shows that the program has been successfully implemented. "The successful implementation of VASSCM at Cat Lai can be said to be no more difficult to implement in other locations. At present, there are 13 locations under the system of Saigon Newport Corporation successfully deployed VASSCM. At this point, we will deploy at the Cai Mep port complex (Ba Ria - Vung Tau)," said Ngo Minh Thuan.

According to the HCM City Customs Department, during the trial run, the units will work together to solve problems, as well as improve the operational procedures to best manage luggage, vehicles and import-export goods, including situations that must ensure good control set by the Director General.

Deputy Head of Customs Department of Saigon port area IV Phan Binh Tuy said that the unit started deploying VASSCM at ICD Phuoc Long port from early March 2018. To date, at all 6 ICDs and 3 CFSs managed by the management unit in Thu Duc district, Ho Chi Minh City has been successfully deployed. "Although the export and import of goods via ports has not been implemented much, however, for the successful implementation of VASSCM, Customs Sub-Department of Saigon Port Region 4 will arrange customs officers to directly work with port business. 24/24 to guide, immediately handle the arising situations, so the implementation is very smooth," said Mr. Phan Binh Tuy.
