According to information from the Risk Management Department (General Department of Customs), basically, the data collection and processing for risk management has been adequately provided in legal documents and other guidance documents under the law. However, in some information groups, Customs authority need to collect data from units under the Ministry of Finance and other competent agencies to support the monitoring of capacity building for compliance assessment and risk rating of the enterprise as well as determine the key point that is still not paid special attention. Some provincial Customs departments, due to their large geographical features and limited resources, the units have not yet followed the characteristics of the situation in their respective areas so as to identify the central requirements for gathering information. Hence the implementations still not work sufficiently.

The Risk Management Department said that the data collection relating to export-import enterprises should focus on identifying the status of the actual operation, internal and external relations, the situation of law violations that settled by competent authorities. Therefore, enterprises in the supply chain services related to import-export activities (including customs agents, transport enterprises, warehouses ...) are also put on concern by General Department of Customs on the implementation of collecting data in 2017.

By collecting information about enterprises, the Risk Management Department has guided Risk Management Units at the provincial/municipal Customs Departments to analyse the risk assessment, identify the main point and transfer information to organisations for pre-screening. As a result, the Customs forces at all levels have "unmasked" many consignments of banned goods from import or trade frauds. The units focused on analysing the information, identifying exactly some imported consignments into Vietnam that have hidden ivory through "pre-screening" activities and coordinating to conduct a physical inspection of goods by the competent forces.

The issuance of the Information Processing and Procurement Plan 2017 is based on the provisions of Risk Management, in line with the Risk Management Plan 2017 of Customs sector and the information requirements for the professional work in 2017; Receiving and adjustment from the actual deployment in 2016 at the Customs units across the country.

In order to complete and expedite the process of risk management information in a comprehensive development and become the core business of the Customs sector in the 2017, in the Data Collection and Processing Information of Risk management in 2017 of Customs has proposed the goal that is collect, update, verify the information, approve the profile of the company on the system was completed for 30,000 profiles of export-import enterprises divided into 12 different group. In particular, the Customs authorities set specific criteria for each group of enterprises. For example, 70% of enterprises engaged in processing, exporting and processing products in the area; 100% of businesses providing express delivery services; 100% of businesses providing services in the area are identified by risk management topic. In addition, 100% enterprise operates bonded warehouse; Port and warehouse enterprises; Dissolved enterprises, bankruptcy, decommissioning ... are also collected and processed information for constructing a business profile.

The General Department of Customs also requests that information that is collected, updated in the system or provided to the responsible person must be completed, accurate and in time. Information is stored, centralised and unified management at the General Department of Customs; To be promptly handled and provided to Customs units at all levels in the implementation, application of risk management and Customs operations. Accordingly, the general principle of collecting and processing information on risk management must be assigned to all relevant units and employees on the basis of their respective functions and tasks as prescribed for each level, unit.
