Specialized inspection accounts for 70% of Customs clearance time of enterprises

Regarding the specialized inspection of import and export goods under the management of the Ministry of Transport, Minister-Chairman of the Government Office Mai Tien Dung stated that each year, enterprises spent 30 million working days and 15,000 billion VND on specialized inspection for over 10,000 import and export commodities. Meanwhile, the violation detection rate was very low, only 0.06%. This was unacceptable. Many agencies did not issue standards for inspection; they used sense organ and manual methods to check. It meant carrying out procedures to collect money.

For this field, the Ministry of Transport has deployed reform solutions quickly. According to the report by the Ministry, up to now, 160 commodities have been managed by it. Currently, 125 of 160 commodities have been implemented post clearance audit, 107 commodities applied mutual recognition regulations of foreign countries. The IT application shortened the average 70% of time and cost for enterprises. It also reviewed and reduced 46% of inappropriate business investment conditions.

However, the agricultural tractor is still managed by the Ministry of Transport and Ministry of Agriculture and Rural Development. The items such as self-propelled cranes, forklifts etc, are being closely inspected by the Ministry of Industry and Trade and the Ministry of Transport. Also, motorcycles of 175cc or more are also inspected the same way.

Mr. Dung added that according to the Prime Minister’s direction, one commodity is only managed by one ministry. The non-comprehensive regulations are causing difficulties for businesses and Customs. Thereby, it is necessary to reduce and simplify specialized inspection and create the most favorable condition for the people and businesses.

Commenting on this issue, Mr. Ngo Minh Hai Deputy Director of Customs Management and Supervision Department stated that the field subject to specialized inspection by the Ministry of Transport is the least. The Ministry is one of the leading agencies in the development of the list of goods subject to specialized inspection. In 2011, the Ministry of Transport issued the list of goods enclosed with Circular 63/2011/TT-BGTVT on the list of goods capable of causing safety problems under the Law on Product quality for more than 200 commodities.

Notably, the list issued by the Ministry is one of the lists, which includes standards attached to commodity groups. The issuance of the list is the expectation of inspection agencies, enterprises and the Customs to have the basis for inspection. It can be said that the legal document system guiding specialized inspection issued by the Ministry of Transport is the leading system.

Also, the Ministry of Transport, specifically the Registry Department is the leading agency in IT application for submission of dossier, receipt, and response of results. Currently, 5 of 12 procedures of the Ministry of Transport have been updated on National Single Window.

Regarding 4 commodities which overlapped with other specialized inspection agencies, the Ministry of Transport has also provided the solutions for handling.

At the working session, the Minister of Transport Nguyen Van The, also stated that in the future, the Ministry will review regulations and administrative procedures to amend and supplement in line with reality and facilitate businesses. At the same time, considering the abolition of specialized inspection procedures for the Agricultural tractor; Coordinating with relevant ministries and sectors to overcome the overlap and reduce commodities subject to specialized inspection.

Minister-Chairman of the Government Office, Mai Tien Dung, clearly stated 5 problems which the Ministry of Transport needs to handle in the future:

Firstly, drastically implementing the policy of calling for investment in the form of BOT public-private partnership in the context of the limited State budget. This is the right policy although problems of some projects need to be handled. The Ministry needs to focus on accelerating projects such as North South Highway, Long Thanh Airport, coastal road, etc.

Secondly, the cost of logistics, transport, loading, and unloading in Vietnam is very high. Therefore, the Ministry needs to prepare contents to report to the Prime Minister in the next conference on reducing procedures related to this field. Clarifying difficulties, and the reason why the cost is high.

Thirdly, accelerating investment progress and completing projects associated with quality assurance for investment, exploitation and use.

Fourthly, drastically and specifically implementing the policy of socialization of investment in transport infrastructure. Synchronously focusing on airway, waterway, and railway and creating mechanisms to promote investment. Currently, peoples capital resource is very large. Thereby, the Ministry needs to create favorable conditions and provide solutions to ensure an environment for reasonable benefit distribution.

Fifthly, the application of e-toll collection at BOT is limited with a low rate. The requirement is that more transparency is better. It needs to drastically implement the policy of e-toll collection although there are many obstacles among ministries and different opinions of businesses.
