Accordingly, to facilitate export procedures, according to document 1722 / TCHQ-GSQL dated March 18, 2020 of the General Department of Customs, when carrying out customs procedures for exported goods, customs officers do not require customs declarants to presenta written confirmation of competent authorities about the use of foreign codes and barcodes.
Customs declarants shall be responsible under the law for the use of foreign barcodes printed on packages of exported goods.

The General Department of Customs' guidance is based on Article 19b of Decree No. 74/2018 / ND-CP dated May 15, 2018 of the Government (amending and supplementing a number of articles of Decree 132/2008 / ND - The Government dated December 31, 2008 detailing the implementation of a number of articles of the Law on Product and Goods Quality); and provisions in Article 16 of Circular 38/2015 / TT-BTC dated 24/3/2015 of the Ministry of Finance (amended and supplemented in Circular 39/2018 / TT-BTC dated April 20, 2018).
