Enhancing responsibility of the head of Customs units at all levels in the fight against corruption

The key goal set out in the plan is to specify responsibility and role of the heads of Customs units at all levels (General Department of Customs, Customs Department, Customs Branch, Teams under Customs Branches and equivalent level) in managing and instructing their units to accomplish the political task, contributing to the prevention and handling of disciplinary violations, corruption and waste.
The General Department of Vietnam Customs has requested the heads of entire Customs units to regularly and continuously implement measures against thrift practice, waste and fight against corruption.
In order to implement effectively, the General Department of Vietnam Customs has requested Customs units to focus on key tasks as follow:
First, strictly publicizing on guidance documents and instructions to all cadres, civil servants, employees in their units about; the Law on anti-corruption, Law on thrift practice and waste combat, Resolutions and regulations issued by the Party Central Committee, the Politburo, the Secretariat Committee, the Government, Ministry of Finance, Party committees, local authorities and the General Department of Vietnam Customs.
Second, strengthening discipline, rules and responsibility in prevention, detection and handling of corruption. In which, focusing on enhancing the role and responsibility of officials and the leaders in anti-corruption. Assigning specific tasks to each individual to enhance responsibility and serve as a basis for assessment, classification and handling violations (if any).

Third, implementing transparently the operation of the units with the following contents: Regimes, norms and standards. At the same time, strictly implementing the rotation and change the working position of cadres and civil servants in accordance with regulations.
Fourth, the prevention of negative acts, thrift practice, waste combat and corruption must be closely associated with the good implementation of political and professional tasks. The solutions for anti-corruption must be focused on the development of normative legal documents, Customs procedures and Customs verification.
Fifth, strengthening the internal inspection, audit and anti-corruption inspection at Customs offices at all levels in accordance with current provisions to detect and handle violations promptly.
The leaders of the General Department of Vietnam Customs shall assign the Inspectorate Department (under the General Department of Vietnam Customs) to supervise, urge and inspect the implementation of the plan.
