In 2019, Quang Ninh Customs Department issued a plan to implement key tasks and solutions to improve the department and district competitiveness index (DDCI). The Department has implemented the district competitiveness index (CDCI), which assesses 7 Customs Branches and Customs Management and Supervision Divisions and Import and Export Tax Divisions. CDCI is an initiative that the Department has implemented since 2017.

The implementation of tasks and solutions to improve competitiveness of Quang Ninh Customs has brought about positive and practical benefits, contributing to improving the business investment environment, attracting more new businesses to participate in import and export activities in the province. As a result, the unit has organized many dialogues and meetings, exchanged and supported thousands businesses.

Specifically, in Mong Cai City, Quang Ninh organized meetings with nearly 100 businesses and held a conference to promote import and export activities through pairs of border gates Mong Cai (Vietnam) - Dong Hung (China), which attracted 150 businesses. The unit also signed a Memorandum of Understanding on coordination with the Association of Mong Cai City Enterprises and signed a cooperation agreement with Dong Bac Hai Phong Minerals Joint Stock Company in developing a Customs-Business partnership.

In addition to traditional solutions, Quang Ninh Customs has actively developed and applied Customs and Enterprise Relationship Management Software (CERM) to serve and support businesses in carrying out import and export procedures through the province and allow businesses to directly participate in assessing and commenting to the customs agency. Moreover, through its fanpage, the unit has provided many useful information and products, which have been welcomed and appreciated by the business community.

For example, on the fanpage (Cai Lan Customs Branch), the Import and Export Tariffs 2019 has been updated and revised three times and accessed over 60,000 times; and shared and updated the Explanatory Notes of 2017 HS Nomenclature and the 2017 Classification Comments for free.

Thanks to sharing information, as well as renewing channels of receiving information through telephone and email, Quang Ninh Customs also actively supported and contacted 1,168 businesses and promptly resolved 372 problems. In addition, through dialogues and meetings, businesses have acknowledged the spirit and service attitude of Quang Ninh Customs officers and civil servants.

A representative of North-Eastern Coal Company Limited said that the Customs agency has provided a lot of support for customs declarants, such as guiding procedures and conditions for imports of coal. It helps shortening customs clearance time. Besides, the company also appreciates the enthusiastic service attitude of customs officers; many questions and problems of enterprises have been answered quickly (via social networks or telephone). Similarly, a representative of Vinacomin also acknowledged the support of Quang Ninh Customs officers and civil servants in removing difficulties related to import and export procedures.

By the end of July 31, Quang Ninh Customs attracted 346 new businesses and collected VND 436.41 billion of tax.

Of which, Mong Cai attracted 203 businesses and collected VND 64 billion; Hoanh Mo had 26 businesses and collected VND 4.5 billion; Bac Phong Sinh had 16 businesses and collected VND 413 million; Van Gia port had 6 businesses and collected VND 48.4 billion; Cai Lan port had 45 businesses and collected VND 45 billion; Hon Gai port had 22 businesses and collected VND 83.3 billion; Cam Pha port had 28 enterprises and collected VND 190.8 billion.
