Dialogue strengthens partnership between Tax-Customs authorities and business community

At the dialogue conference, the Ministry of Finance and enterprises discussed appropriate cooperation mechanisms, creating an open and favourable environment for both sides. The dialogue conference is also an opportunity to improve the partnership between the Tax and Customs authorities and the business community to remove difficulties and obstacles in implementing provisions of the law.

VCCI's Chairman, Pham Tan Cong, highly appreciated the active accompaniment and removal of difficulties with the business community by the Ministry of Finance in recent times, especially in the three years affected by the Covid-19 pandemic, which has brought key results and great impacts on the business production of the business community.
"At the Dialogue Conference on Tax and Customs Policies and Procedures held in 2006, the World Bank's assessment showed that Vietnam's tax payment index is one of the lowest ranking indexes in the region, even after Laos and Cambodia.

However, motivated by the determination to drastically reform tax and customs procedures, the Ministry of Finance and VCCI have organized a dialogue conference to gather feedback from the business community. Therefore, the ministry's index is improved.

The achievement not only brings improvement to the business community in implementing procedures and policies but also promotes the application of science and technology in providing public services and automating procedures of Tax and Customs authorities, thereby helping the authorities operate in a more professional and modern, reducing the overlap in processing processes and procedures" Cong said.

The VCCI's chairman said that through assessing business satisfaction, VCCI has collected information and feedback from the business community. Accordingly, the notable contents assessed by the enterprises are the amendment to guiding legal documents, decrees, circulars… In addition, the contents related to the application of H.S. codes, barcodes, goods in transit, tax and fee rates, and procedures for tax and fee refunds have been revised following the businesses' proposals.

Mr Vu Quang Tung, Head of the Import-Export Department of Song Hong Garment Joint Stock Company, said that the Tax and Customs procedures had concretized the policies of the Party and State to support enterprises to restore their business production, especially amid the Covid-19 pandemic.

Many tax reduction and extension policies aim to assist more financial resources, reducing input and output costs for production and business activities of enterprises, thereby lowering the selling price, bringing benefits to consumers, promoting stable development and maintaining the State revenue.

In addition, the Government's tax and customs policies and support packages, the Ministry of Finance for businesses have promoted effectively.

Several social security support policies have also greatly supported businesses and people, creating a driving force for socioeconomic development in the new situation.

Mr Nguyen Vu Tru, Director of Vietnam Machinery Import-Export Joint Stock Company, said that the Finance sector has expedited the application of information technology and digitization to serve businesses and has achieved remarkable results.

The Tax and Customs sector has made great reforms in almost all areas, especially administrative procedure reform.

Tax and Customs officers have made great efforts to support enterprises. For example, on Vietnam Entrepreneurs' Day on October 13, the Customs and Tax authorities often organize meetings and dialogues to solve difficulties and problems for enterprises. The enterprises have appreciated the action.
