Da Nang Customs sets goal of 100% of administrative procedures processed electronically

In 2021, the department executed the program entitled "Facilitating and supporting businesses to comply with the customs law in 2021" in the area, which was highly appreciated by businesses. The department supported 39 enterprises in the first phase.
The department provided information on compliance with the law, warning of errors (debts of fees, fines for late payment, error of canceling declarations, etc.) to businesses, so that they knew and adjusted promptly.
The program brought practical benefits to businesses, maintaining a high level of compliance for 21 businesses and helping to raise the level of compliance from medium to a high level for three businesses; significantly improved the rate of goods classification.
The rate of businesses classified into the Green channel increased over 20% on average (this rate in 2020 of 39 enterprises in the first phase of 59.57% increased to 80.52%); the rate of Yellow channel decreased about 20% (dropped 37.65% in 2020 to 17.7% in 2021); the rate of Red channel declined 1% (fell from 2.78% in 2020 to 1.78% in 2021).
Currently, the city’s Customs Department is executing the second phase of the program, increasing by 35 businesses participating in the program to 74 enterprises, helping to quickly clear imports and exports, promote production and business activities, and improve benefits for businesses to attract investment in the area.
According to data on assessing the quality of public administrative services on the city’s electronic single window system, the rate of businesses that were satisfied with the quality of performing public administrative procedures by the department from early year to the end of 2021 reached 574 of 574 assessments (accounting for 100%).
The department said the Customs administrative reform for 2021-2025 focuses on six key contents: institutional reform; administrative reform; state administration apparatus reform; public service reform; public finance reform and building and developing e-government and digital government.
The department will focus on reforming customs institutions in the next five years, including building and perfecting the administrative system and improving the effectiveness and efficiency of law enforcement; building professional and qualified Customs officers to meet the requirements of tasks and the development of the customs sector; improving the quality and controlling the customs area, contributing to the city’s development.
The department will promote the performance of administrative procedures in the electronic environment so that people and businesses can implement services anytime, anywhere, on any devices, such as reviewing and proposing to reduce and simplify administrative procedures in legal documents under the management of the customs sector; researching and advising on the reform of implementation of the Single Window, inter-agency single window mechanisms in handling customs procedures in the direction of improving service quality, not according to the administrative area, and increasing application of information technology, reducing time, social costs and facilitating people and businesses, and ensuring that over 90% of businesses are satisfied with the performance of customs, and 100% of administrative procedures are processed in the electronic environment and the results returned in a timely fashion or before the deadline.
The department will also focus on the development of e-Government and digital government in the next five years, through increasing the application of information technology, effectively building an e-Government of the Customs sector, striving to basically complete Digital Customs by 2025, improving the quality of public service performance for people and businesses; build Digital Customs, a smart Customs model under the roadmap assigned by the General Department of Vietnam Customs.
The city’s customs department will advise and build the overall architecture of the Digital Customs model; apply applications, information systems, shared data and technology platforms for integration, communication, data exchange, and sharing of the customs sector and other agencies.
It will implement digital transformation in customs management; restructure information technology infrastructure, transform the information technology infrastructure into digital infrastructure, apply cloud computing technology to serve the connection and management of resources and data of the General Department of Vietnam Customs in a safe, flexible, stable and efficient manner.
