Customs Sector deploys official’s capacity evaluation program

VCN -According to the representative of the Personnel and Organization Department (General Department of Vietnam Customs), in 2018, the General Department of Vietnam Customs will organize the assessment of officials’ capacity that do not hold leading positions in 6 main areas of operation from the General Department level to some provincial and city Customs Departments.

This is the orientation for the implementation of human resource management reform in 2018. This activity is part of the Customs human resources development program until 2020, with the aim of speeding up modernization of the workforce. To improve the efficiency of civil servants, improve the efficiency and effectiveness of public servants and public employees, to overcome the harassment and increase the integrity of customs.

The goal set in 2018 is to improve the job placement system- (list, job description, product list), thereby clarifying responsibilities and rights of job placement system; Evaluate the capacity of officials operating in 6 main areas of operation in 6 departments of General Department (Customs Control and Supervision Department, Import-Export Duty Department, Post Clearance Audit Department, Anti-smuggling and Investigation Department, Risk Management Department, Legal Department) and some Customs Departments (Hanoi, Ho Chi Minh City, Hai Phong, Da Nang, Binh Duong, Dong Nai, Quang Ninh).

Specifically, in 2018, the capacity and initial application for personnel organisation (identification of training needs, transfer, rotation, arrangement and allocation) will be evaluated. In addition, activities will be prepared for the following year: standardize the job placement system, renovate training activities according to capacity requirements, build the contingent of specialists according to HS field and value, and build capacity at division level and equivalent downward...

The objectives of 2019 are: To assess the capacity of civil servants in all sectors of the industry, to apply the mobilization, rotation, arrangement and training in a number of domains and units. So that it could primarily manage the results of the work of officials in a number of customs departments.

Targets to 2020: Implement synchronously the activities of capacity assessment, performance management and HR applications for the major professional areas of the sector.
