According to the Director of the Hai Phong Customs Department Mr.Nguyen Tien Loc, Hai Phong Customs Department was chosen as the first unit in the entire Customs sector to implement the pilot collaboration between Customs and port operators in supervision of imported and exported goods according to the regulation under Article 41 of the Customs Law.

To implement the direction of the General Department of Customs, the Hai Phong Customs Department has informed enterprises for preparing the technical infrastructure, especially in information technology, and human resources. At the end of 2015, the Hai Phong Customs Department implemented a pilot with the first unit being Nam Hai Dinh Vu Joint Stock Company. Currently, the Hai Phong Customs Department has connected to 9 port operators in the province.

“Currently, the Hai Phong Customs Department has carried out a survey on the information technology infrastructure of the remaining port operators in the province. Expected on November 15, 2016, Hai Phong Customs and enterprises will unify the policy and the process of implementation and carry out the connection and collaboration in supervision with all the remaining enterprises on November 30, 2016” said by Mr.Nguyen Tien Loc.

According to the Director of the Hai Phong Customs Department, the collaboration in supervision of all port operators in the local area is an important solution to facilitate for import and export operations in Hai Phong port area. After being promulgated by Customs, port operators have actively collaborated in implementation.

However, beside the coordination which is considered as the partnership relations between Customs and businesses, Mr. Nguyen Tien Loc said that Customs should focus more on management, particularly on the strengthening of inspections. This is an important requirement in order to prevent the case of port operators transporting goods out of the Customs supervision area when not implementing Customs procedures in accordance with provisions of the law.

To achieve both targets as mentioned above, the representative of Hai Phong Customs said that the management process of port operators needs to be standardized because there are many small ports in Hai Phong Port area and the management processes are different and not unified.

“Only when the unification on technology and the management process are created so the automatic connection between Customs and businesses on collaboration in supervision are implemented” said by Mr.Nguyen Tien Loc.

At the conference, besides proposing measures to improve the effectiveness of collaboration in supervision, the representatives of Hai Phong Customs also proposed the leader of the General Department of Customs had measures to improve the management efficiency for the operators of processing, export manufacturing as per the actual requirements of the new situation.

The Director General of the General Department of Customs, Nguyen Van Can highly appreciated the proposal of Hai Phong Customs and required the functional forces under the General Department of Customs to coordinate with Hai Phong Customs to complete the solutions to publish in the entire sector.
