Automated system for customs supervision and management at Noi Bai Airport helps to reduce 21% of customs officers

VCN- The implementation of the National Single Window system and the Automated system for Customs supervision and management has helped reduce the number of customs officers who are in charge of supervising, and strengthen personnel for the working position of risk management and screening goods at Noi Bai International Airport.

The rate of automatic processing of the system is stabilised at more than 99.57%

According to the leader of Noi Bai International Airport Customs Branch, after the Ministry of Finance issued Decision No.2061/QD-BTC dated October 13, 2017 on the pilot implementation of the system, the branch has coordinated with relevant units to focus on pilot implementation of the National Single Window System and the Automated system for Customs Supervision and Management.

After more than two years of pilot implementation, these two systems have been officially deployed at Noi Bai International Airport since August 14, 2020. The opening ceremony of the National Single Window system and Automated system for Customs Supervision and Management at Noi Bai International Airport was held in September 2020.

The official operation of the system has met the goals of building a comprehensive IT system that can automatically supervise and manage all goods in and out the Noi Bai Cargo Terminal in a fast and accurate manner, creating favorable conditions for businesses in import and export activities; change the management method of Customs from management based on paper document inspection and manual supervision to modern inspection and management based on IT systems; helping improve efficiency in Customs supervision and management.

Through receiving and processing e-information before flights, the system allows the application of risk management in supervising, managing and screening goods in a targeted and effective manner, contributing to improving efficiency in the fight against smuggling and trade fraud.

The leader of the Noi Bai International Airport Customs Branch said that the above results serve as the basis for deployment in all international airports across the country.

At Noi Bai International Airport, after the official operation of the system, it has met the goals and requirements. All airlines have sent information to the National Single Window and connected to the cargo terminals; the rate of automatic processing of the system is stabilised at more than 99.57%.

Currently at Noi Bai International Airport, over 5,300 consignments have been processed per day on average, all of which are managed and supervised via the system. The time for Customs inspection, supervision and clearance for each consignment has been reduced from 3-6 hours to an average of less than 10 minutes.

The official launching and implementation of the systems has also fundamentally changed the method of customs management and supervision and brought positive effects for all concerned parties.

For Customs, the reception of information of flights sent from airlines via the National Single Window system (bill of lading number, cargo name, number of packages, weight, consignor, consignee, address) has helped Customs proactively receive, manage and analyze information so that it can assign personnel to supervise and control each flight, strengthen goods management and control, and promptly prevent smuggling and trade fraud via air.

All consignments that are taken in, stored and taken out of the cargo terminals have been automatically supervised by the system instead of controlling goods by customs based on the reports provided by cargo terminal.

Benefits of many parties

In particular, the system helps the Noi Bai International Airport Customs Branch reduce customs officers in charge of receiving dossiers for declarations in the Green or Yellow channels to supplement the working position of risk management and goods screening. Previously, the supervision team had 78 officers, now it has 61 officers, down 17 (21%) compared to before the system.

For cargo terminal and airline operators, the National Single Window and Automated system for Customs Management and Supervision have enhanced the active responsibility of operators in compliance with regulations on goods management and supervision; ensure the cargo terminal and airline operators connect and exchange information with Customs electronically instead of by submitting paper documents, which saves time, costs and human resources.

For import-export enterprises, it helps enterprises save time, administrative procedures, storage costs, and minimize direct contact between import-export enterprises with customs.

To operate the system effectively and ensure maximum facilitation for businesses and Noi Bai International Airport Customs Branch, it is still necessary to continue to upgrade the system, add support functions and ensure the stable operation of the system and complete the operational method for customs management for import and export, transit and express goods.
