Online surveillance at the General Department of Vietnam Customs

At the meeting reviewing the performance in the first half of the year, the Risk Management Department, leaders of the General Department of Vietnam Customs appreciated the achievements from collecting and analysing information on risk management. The Customs Risk Management Department has provided 60 pieces of information on high-risk imported shipments with suspicious signs oftax fraud and tax evasion for online supervision. Through handling, targeted seaport customs branches (in HaiPhong and Ho Chi Minh City) and international border gates (NoiBai, Da Nang and Tan Son Nhat), the Surveillance Force (under the Online Surveillance Division of the General Department of Vietnam Customs) detected and seized 19 unlawful consignments, reaching 32%.

The violations of import enterprises are complex. Almost all enterprises tend to make false declarations on the quantity of imported goods for tax evasion. Specifically, these enterprises do not declare commodities subject to specialized inspection permits, or they declare just a part of imported goods (the declared quantity of goods is less than the actual imports). Some enterprises provideda description of goods in general or make false declarations on categories and sizes to incorrectly apply codes of goods with high tax rates.

Typically, on May 16, Trang Bang Customs Branch of Phuoc Dong Industrial Park (under TayNinh Customs Department) inspected a consignment declared as 1,647 m2 of Ceramic Glazed Tiles.Through inspection, the Branch detected 8,035 m2 of tiles (an excess of 6,361 m2 compared to the declaration). The Branch made a report of violation and fined the illegitimate enterprise.

On June 7, 2019, HaiPhong Seaport Customs Branch of Zone III (under HaiPhong Customs Department) detected a consignment of 2,150.4 m2 of tiles. However, when conducting aphysical inspection, Customs discovered the actual quantity of 3,072 m2 (an excess of 922 m2) and collected tax arrears of VND 240 million and fined the illegitimate enterprise.

According to Customs officers participating in online surveillance, the collection and analysis of risk management information is one of the measures for risk inspection, supervision and management from the pre-arrival of goods. The information collected by the specialized risk management force has effectively supported the online surveillance unit in coordinating with the Border Gate Customs Branch to prevent violations. Giving warnings about high-risk consignments and assisting customs forces in targeted routes and areas in supervising and inspecting goods; promptly preventing acts of tax fraud and tax evasion of customs declarants.

According to the assessment, the collection and analysis of risk management information has become more and more professional from the General Department of Customs level to the local customs departments and has achieved positive results with the effective support of customs systems based on IT platforms.

According to the Customs Risk Management Department, from the customs information system, the specialised risk management force has actively collected information before the arrival of goods. The force has regularly monitored and inspected customs operations combined with the results of risk assessment and summarized suspicious signs to create criteria for risk assessment to select inspections.

The information collection and analysis has been conducted by the specialised risk management force at targeted Customs branches in seaports, international airports and border guards has achieved positive results.

In order to enhance the efficiency and the role of the information collection and process, in the future, the Customs Risk Management Department will continuously promote information analysis to forecast and provide information about high-risk enterprises, especially in the field of origin fraud, illegal transshipment and labeling of goods. In the context of trade wars between largecountries, this is a measure to protect Vietnam's strategic export products to major markets aroundthe world.
