Specifically, for groups of products and goods that have been specified or proposed by ministries to concentrate on one focal point in specialised inspection, the Prime Minister assigned the Ministry of Finance to coordinate with the Ministry of Transport, Ministry of Industry and Trade and Ministry of Labour, War Invalids and Social Affairs to research, amend and classify HS codes for “electric winch” by weight and “boilers using in transport and exploitation equipment at sea ”,“ boilers in industrial manufacture”according to the working pressure of products to ensure transparency, clearly identifying focal points in charge of specialised inspection in accordance with the law.
The Ministry of Agriculture and Rural Development is assigned to coordinate with the Ministry of Finance in reviewing and standardising dossiers and procedures for carrying out administrative procedures on the single window e-customs system and the national single-window portal to unify the implementation of the focal point in specialised inspection of commodity products subjected to specialised inspection by many units under the Ministry of Agriculture and Rural Development in accordance with regulations.
Also, the Ministry of Labour, War Invalids and Social Affairs was assigned to coordinate with the Ministry of Transport in reviewing, elaborating and submitting to competent authorities for amendment of relevant documents in the direction of the Ministry of Transport to chair for management, implement import quality control for "boilers usingin transport and exploitation equipment at sea".
The above tasks were assigned to the ministries by the Prime Minister to complete before October 15, 2019.
To agree on the Ministry of Science and Technology as the focal point in carrying out specialised inspection procedures for "electric wires and cables" and "imported home appliances". For groups of products and goods that were not yet proposed by ministries about one focal point in specialised inspection, the Prime Minister assigned the Government Office to chair and work with the Ministry of Industry and Trade and the Ministry of Labour, War Invalids and Social Affairs, Ministry of Information and Communications, Ministry of Transport, Ministry of Health, Ministry of Agriculture and Rural Development, Ministry of Finance and other relevant agencies to study and report to the Prime Minister the plan for one focal point to chair for performing specialised inspection procedures for groups of products and goods before September 30, including: "cooling systems", "radar", "raw materials for beverage production, "processed milk and other dairy products", "plant-derived starch", "flavour enhancer to process casein ”and “herbs ”.
Previously, the Ministry of Finance had reported the results of the review and statistics of products and goods subject to specialised inspection by many agencies and units; the concerned ministries also report to the Prime Minister on the above issue.
