Resolutely refuse “Scrap”

According to Customs Branch of Sai Gon Port Zone I, over the first 3 months of 2018, the Branch detected and handled 7 cases of infringing scrap import, with a total value of over VND 425 million and a fine of VND 230 million, because the imported goods did not meet quality standards and were without an import license. Typically, the shipment of 2 imported containers included used electronic circuit that did not meet quality standards in accordance with regulations, are being completed with a dossier for handling by the Customs Branch of Sai Gon Port Zone I. The shipment was inspected and detected by the Customs Branch of Sai Gon Port Zone I in collaboration with Online Customs Supervision Division (under the GDVC), C74 (under Ministry of Public Security and PC 46 (under Ho Chi Minh Police) on 13th March. The shipment was registered by CEM Joint Stock Company.

Mr. Le Nguyen Linh, Deputy Director of Customs Branch of Sai Gon Port Zone I said that all the shipments of imported paper and plastic scraps were classified into Red channel and inspected 100%. The Branch collaborated with other competent agencies to inspect suspicious shipments to clarify, prevent and handle the scrap shipments that did not meet quality standards for import.

According to the Branch, currently it has implemented the plan on inspection and supervision for goods in stock that have been imported from over 30 days to 90 days from the date of their arrival at Cat Lai Port. Under this plan, each unit will be assigned specific tasks. The Customs Supervision Team will provide data on goods in stock at yards that have not opened declarations and then transfer them to the Customs Enforcement Team to classify, analyze and evaluate the containers with suspicious signs of containing banned goods and coordinate with other Teams to perform screening and specialized supervision for these containers to prevent violation acts.

New tricks occurs

Over the past time, dozens of scrap containers which were imported into Vietnam via Sai Gon Port and did not meet quality standards, were promptly detected and prevented by the Customs. However, there occurred the situations that enterprises adjusted the name of consignee in the manifest for imported scrap shipments.

On 3nd April 2018, Cai Mep Port Customs Branch coordinated with Customs Enforcement Team under Ba Ria –Vung Tau Customs Department, Economic Police Division (under Ba Ria-Vung Tau Police), Anti-Smuggling Police Department (C47) and Cai Mep Port’s Border Station to inspect 2 containers of transshipped goods which were declared as plastic scrap, and detected many used electronic circuits that are subject to imported banned goods. The two containers arrived at Cai Mep Port on 21st March 2018, and were declared by Yaming Shipping Viet Nam Co. Ltd., with Hong Kong destination port. The name of goods were declared in the manifest as plastic scrap. However, according to an information source from Customs Newspaper, these shipments will be sent to the consignee as a company in Binh Phuoc province. After the imported scrap shipments of this company were detected containing “scrap”, the company adjusted imported goods in the manifest into transshipped goods, which was not accepted by the Cai Mep Port Customs Branch.

Facing the increase of importing scrap, in order to control and prevent scrap imports which do not meet quality standards in accordance with import regulations or take advantage of scrap import to import banned or smuggled goods into Vietnam, Deputy Director in charge of Ho Chi Minh City Customs Department Dinh Ngoc Thang has requested Customs Branch of Sai Gon Zone I to direct Customs officers to comply with regulations, review, summarize and classify all goods in stock in line with criteria. In which, classifying scrap to actively prevent goods that do not meet quality standards for import into Vietnam.
