34% of items subject to specialized inspection don’t have standards

According to Mr. Tuan, although the rate of items which are subject to specialized inspection and do not have standards has reduced from 51% to 34%, this rate is still rather high. The lack of standards has caused difficulties to enterprises in the procedures. “This is a problem to be removed in 2018 in order to reform the specialized inspection for imported and exported goods. The items subject to inspection must have standards” – the Deputy Minister Do Hoang Anh Tuan - member of the Working Team proposed.
In addition, Mr. Tuan said that inadequacies and overlapping in specialized inspection must be handled absolutely.“This matter needs to be discussed in the first and second quarters, so that the Working Team can handle or propose the upper level to handle the above overlapping”.
Regarding the specialized management of imported and exported goods, Deputy Minister Do Hoang Anh Tuan added that currently, 41 items have been not encrypted, or in other words, do not have international names. This easily makes confusion to enterprises. Moreover, 37 items have names but have not been amended and supplemented in accordance with revised international names. This matter should be handled promptly to facilitate enterprises in procedures.
He also noted that though the rate of items subject to specialized inspections has decreased from 35% of shipments to about 26% in 2017, and even to 15% in 2018, this rate is still 7% higher than the average rate of other countries. Therefore, it is necessary to develop a list of items subject to specialized management in the direction of risk management. Thereby the management is still ensured and import and export activities are still facilitated.

Deputy Minister of Finance Do Hoang Anh Tuan said that with the increase in speed and scale of export and import, it is necessary to apply and connect information technology more strongly for management. The National Single Window mechanism is an IT application that connects 11 ministries and sectors. Therefore, in the coming time, National Single Window mechanism should be strengthened and 100% of procedures will be electronically implemented.
