Previously, DHL Company said that its customers requested to provide the list of cargo under the form No.30/DSHH/GSQL attached to the dossier of cargo to carry out procedures on tax and payment required by Tax authorities and banks. The Company thought that these requirements were shortcomings.
For this obstacle of DHL Company, the General Department of Vietnam Customs said that Clause 3 Article 6 of Circular 38/2015/TT-BTC stipulated the entities that were permitted to access and exchange information with the system include authorities monitoring and managing on tax and price for import and export goods; Credit institutions signed agreement on collection and payment taxes and charges and others State budget revenue related to imports and exports with the GDVC; Credit institutions or other organizations operating under the Law on Credit institutions that provide guarantee for declarants’ taxable amount.
According to the Customs, in order to implement the information exchange between the Customs and the Taxation, the GDVC issued a regulation on information exchange and coordination between 2 authorities, in which the Customs was in charge of information exchange with the Taxation on import and export declarations. Hence, the Taxation can check this information on the system.
Regarding regulations on Customs supervision for import and export goods, the GDVC said that the port, yard, and warehouse operators would be responsible for coordinating with the Express Customs Branch to verify the goods which had been eligible to be approved at the supervision area but had not yet been confirmed on the system.

Because the actual situation at the centralized gathering, inspection, and supervision area for express cargo is that express company directly connect software with the Custom, the express companies have responsibility for saving form No. 30/DSHH/GSQL Annex V in Article 52 of Circular No. 38/2015/TT-BTC signed and sealed by Customs officer.
If goods are eligible to be passed the supervision area but have not been confirmed on the Customs system, the express company will submit form No. 30/DSHH/GSQL to the Customs upon being verified by the Customs.
The form No. 30/DSHH/GSQL will be saved within 5 years by the express companies (under Point dd Clause 18 of the Law on Customs).
