Senior Lieutenant Colonel Ngo Thanh Binh, Deputy Director of the Drug Criminal Investigation Police Department - Ministry of Public Security, said: "Following the direction of the leadership of the Ministry of Public Security, around 1:35 PM on 20/3, the Drug Criminal Investigation Police Department chaired and coordinated with professional units of the Ministry of Public Security, Special Police Battalion No. 2, Police of Binh Tan District, Ho Chi Minh City Police, Police Police of Dak Nong Province, Tay Ninh, Binh Duong, Unit 6 - Anti-Smuggling and Investigation Department - General Department of Vietnam Customs and Group 3 - Department of Drug and Crime Prevention, Command of Border Defense force, and successfully closed the specialized project 218LP - Illegal drug trafficking, transporting lines from Laos through Bo Y border gate to Ho Chi Minh City, led by Taiwanese-Chinese and Laotian subjects, colluded with Vietnamese subjects.
According to the initial information, more than two months ago, through the locality, the scouts of Drug Criminal Investigation Police Department found that many subjects had criminal records and recorded on suspicion of providing "terrible" drugs to the "agents" in the south.
300 kg of narcotics were seized in the warehouse. |
Conducting the collection of information on this target subjects, the scouts were initially identified, the subjects in this line operated drug trafficking in large quantities across countries. This line also has great support from Vietnamese groups. When goods were brought to Vietnam for consumption, Chinese leaders will use Vietnamese people to facilitate transportation and expand areas of drug consumption.
According to officials involved in the closure of specialized project, this is a transnational drug line led by groups of Lao, Taiwanese-Chinese people with a large operating area and many participants and mainly used apps like Viber, zalo, Facebook for contact, exchange information and agree on the sale, purchase and transport of drugs that has caused many difficulties for the forces’ struggle in implementing the specialized project.
On the basis of the collected dossiers, the Drug Criminal Investigation Police Department established a specialized project in order for investigation and clarifying the activities of the subjects. During the process of monitoring the activities of this line, the scouts encountered many difficulties. Because the subjects are Chinese people so the force faced a "language barrier"; the subjects have travelled in many countries. They organized closed activities and only contacted each other with signals in the process of delivery, that led to scouts having to learn and decode signals many times. Furthermore, the subjects had taken advantage of the process of import and export of goods and trade for shipping into Vietnam.
At first, the police agency determined that illegal drug trafficking, was the transporting of meth from Laos through the Bo Y border area to Ho Chi Minh City, then transported to a third country via air or sea.
Initially the competent force arrested 11 subjects, including 8 Chinese people and 3 Vietnamese people. Through a series of examination of 5 question points, which are warehouse for drug storage in Ho Chi Minh City and 2 points in Dak Nong, the competent force seized 300kg of drugs.
