Attending the ceremony were the Party Central Committee members, Minister of Finance Dinh Tien Dung; Deputy Minister of Finance Vu Thi Mai; General Director of the General Department of Customs Nguyen Van Can; Standing Vice Chairman of Hai Phong City People's Committee Nguyen Xuan Binh and Vice President of Chamber of Commerce and Industry of Vietnam (VCCI) Hoang Quang Phong., etc.

Director of Hai Phong Customs Department Nguyen Tien Loc had a brief talk about main points in the development and deployment of the system. Accordingly, the system was piloted from 15th August 2017 and officially put into operation on 1st December 2017 at Hai Phong Customs Department. So far, the system has been connected at 50 ports, warehouses and yard operators which were regularly engaged in import-export activities in Hai Phong port area.

The deployment of the system is to unify the two-in-one process in the single window mechanism for the process of both the Customs and port, warehouse and yard operators.

The arrangement of Customs authority and port operators at the same work place to handle the procedures for releasing goods for enterprises is a favourable condition for the port operators to provide information and coordinate with Customs authority in monitoring and controlling goods in, out and stored at ports, warehouses and yards under Clause 4, Article 41 of the Customs Law. At the same time, helping Customs declarants to not move between Customs office and port operators to carry out the procedures for obtaining goods.

On behalf of the leaders of the Ministry of Finance, Deputy Minister Vu Thi Mai praised the efforts of the General Department of Customs and Hai Phong Customs Department in the reform and modernization, including the development of the system. She emphasized that in the past years, the finance sector, especially the Customs field had always paid a lot of attention to concentrating resources to speed up the administrative reform and modernization. The Customs had a lot of great achievements for the successful implementation of VNACCS / VCIS, whereby, 99% of import export declarations were made via the electronic system.Green Channel declarations were cleared within not more than 3 seconds; National Single Window (NSW) was applied,taxes were paid electronically via commercial banks,and online public services were implemented. It has initially formed the objective of developing Vietnam Customs "Professionalism - Transparency - Efficiency".

"On the basis of management requirements, the General Department of Customs has actively researched and piloted the Automated System for Seaport Customs Management in Hai Phong Customs Department from 15th August 2017. This helps to fundamentally change the method of managing and supervising import and export goods at seaports, to reform, simplify the procedures and shorten the clearance time, but still ensure management requirements, "- the Deputy Minister emphasized.

Besides, the implementation of the system also demonstrates the determination to dare to think and dare to do of the General Department of Customs as well as determination and efforts of Hai Phong Customs Department and related units.

"People and business community always expect state agencies, including Customs agency to constantly try to improve the effectiveness of service. Therefore, in the coming time, the Customs has to continue with the reform and efforts, further promote the reform, modernization and application of IT. In particular, it is necessary to continue the reform, modernization and application of IT and complete the Customs management system at the seaport,"the Deputy Minister requested.

He also hoped that the business community would continue to cooperate with the Ministry of Finance and the Customs to deploy the system as well as the reform and modernization programs.

Vice Chairman of Hai Phong City People's Committee Nguyen Xuan Binh said Hai Phong highly appreciated the development and operation of this modern Customs management system. The implementation of the system contributes to facilitating people and enterprises, saving time and cost, enhancing the publicity and transparency, combating against negation and preventing and fighting smuggling

"The implementation of the system is extremely important for Hai Phong city in the objective of developing the city to be a logistics centre, and the policy of building a facilitating government. The system also directly contributes to supporting the city to implement the policy that 2017 is the year of "budget disciplines" - Nguyen Xuan Binh noted.

Representative for the business community, Mr. Hoang Quang Phong - Vice President of VCCI commented, in the recent time, the business community witnessed and realized the tireless efforts of the Customs in reform and modernization to facilitate the business community. Customs is considered as one of the leading industries in reform, simplification and modernization of administrative procedures.

On 21st November 2017, General Director of Customs Nguyen Van Can worked at Hai Phong Customs Department to inspect the implementation of the project."Inspection and supervision of goods across warehouses, yards and ports in Hai Phong on the electronic system". On the basis of evaluating the efficiency and benefits of the application and implementation of the project and determination to apply the system to the whole sector, the General Department of Customs agreed to change the name of the project into "Viet Nam Automated System For Seaport Customs Management" (VASSCM) and deploy it nationwide.
