Currently, according to the design of the system, the first phase of sending and receiving One Time Password (OTP) and transaction information will be implemented via e-mail. In the next phase, the GDVC will add the method of receiving information via text messages or mobile applications. However, currently, these 2 methods have not yet been implemented. The GDVC has carried out procedures to deploy these two methods.

Explaining this problem, the representative of Customs IT and Statistics Department said that enterprises do not receive OTP or information on transaction status via e-mail due to the OTP time out period being short. Previously, regulations on determining the effective time for OTP is 120 seconds (2 minutes). However, in some cases where the internet connection was delayed due to a connection error, this information was sent later than the prescribed time, leading to enterprises not being able implement a transaction. For this case, the GDVC has upgraded the system to increase the OTP time out to 300 seconds (5 minutes), this is the maximum allowed time to ensure safety regulations, and it cannot be increased more. Basically, the increase in time out has met requirement on the transmission of OTP information even when there has been an error in connection.

Another reason is that the e-mail system of enterprises block or refuse to receive e-mails from the GDVC. For this case, enterprises have to check their e-mail system and reset to unblock the GDVC’s e-mail. Enterprises send information to address, epayment@customs.gov.vn. This situation occurs quite a lot and Customs agencies have also coordinated with many enterprises to rectify - the representative said.

Implementing the next phase of the scheme of e-payment and Customs clearance 24/7, the GDVC will send OTP notification and notification on transaction status to enterprises via text messages or mobile applications. The GDVC is considering this content to put it into operation as soon as possible.

For the long term, the Customs IT and Statistics Department will upgrade the system support by adding-in information on taxable amount in case of additional declarations in Customs clearance. In addition, the centralized tax accounting system will be upgraded to assist Customs officers in monitoring statistics, and reporting on the e-tax payment 24/7.

Some major enterprises implementing payment in the e-payment portal have requested to clarify 2 steps: order making and order approval. This proposal is appropriate and ensures security for enterprises in distinguishing between order maker and order approver. However, the above clarification may be complicated in the payment for small enterprises.

Therefore, from the proposals by enterprises, the GDVC has gathered opinions from commercial banks and the State bank. According to the guidance by the State bank, the e-tax payment will have to be divided into 2 steps with the 2 different officers, including order maker and order approver. Accordingly, the GDVC has studied the plan and upgraded the system. At the present time, basically improving function in the system and shifting into the test phase before officially upgrading and announcing to the business community.

In the short term, the tax payment portal will be upgraded to permit enterprises to print their deposit orders when notification on payment is issued by the commercial banks. The test phase will be completed and the function of registering of order maker and order approver, and function of order making and approving will be implemented in 24/7 e-tax payment and Customs clearance.

In addition, for the long term, in order to enhance the efficiency of the 24/7 e-tax payment program, the GDVC will coordinate with enterprises to develop the terminal program of the VNACCS and additionally set up the 24/7 e-tax payment and Customs clearance program to facilitate tax payers to implement in the same system to exchange information with the Customs authority.
