According to the General Department of Taxation, this unit is upgrading the electronic tax service system, including adding a trade portal to receive the data declaration of the e-commerce trading floor in the case that the e-commerce floor makes tax declarations and payments on behalf of individuals through the e-commerce floor according to the declaration form 01/CNKD.
In addition, the trade portal also receives general information about organizations and individuals via the e-commerce floor in case the e-commerce floor has not yet made a tax declaration on behalf of the individual. The information is provided quarterly or at the tax agency's request.
The General Department of Taxation added that the data transmission between the e-commerce floor and the Department of Taxation is done via SSL security. Furthermore, regarding information technology infrastructure, the system is fully protected with safety and security systems such as Firewall, IDP, APT, Application Firewall, anti-virus system and the 24/7 (Security Operations Center) SOC system.
In addition, the database will be decentralized, and all operations on the database will be recorded and periodically reviewed by the internal inspection unit. The General Department of Taxation will issue guidance on information exploitation for uniform implementation across the country.
Regarding the roadmap for building the trade portal, from now until October 10, the Information Technology Department and the General Department of Taxation will coordinate with competent units of the General Department of Taxation to program the system. Then, from 11 to October 21, the portal will be tested with all e-commerce floors that provide information to tax authorities; and finalize the system after testing and preparing the implementation contents. It is expected that in November 2022, the trade portal will be officially launched.
The General Department of Taxation representative said that to run the portal smoothly, the General Department of Taxation will guide the floors to provide information or make the declaration in the form of authorization. In addition, the tax departments will promote dissemination to taxpayers; promptly urge taxpayers who have not provided information at the request of tax authorities; exploit information to support tax management to assess the efficiency of information received from e-commerce floors.
Portal launched to track foreign suppliers on digital platforms |
Enterprises that are the owners of e-commerce trading floors need to work with the General Department of Taxation to provide data according to the prescribed form or standard files in XML, excel format; to make testing and provide data on the trade portal of the General Department of Taxation. Moreover, these enterprises are requested to send a list of requests for data provided within the prescribed time to the tax office and notify the tax office of the contents and technical problems to have timely solutions to ensure the smooth operation of the portal from November 2022.
