The list includes 707 administrative procedures for implementing online public services at the level 3 and 4. In particular, there are 354 administrative procedures to deploy online public services at the level 3 and 4 for the ministries to implement in 2017.
Accordingly, the Ministry of Finance shall implement 28 administrative procedures; the Ministry of Health shall implement 85 administrative procedures; the Ministry of Culture, Sports and Tourism shall implement 74 administrative procedures; and the Ministry of Transport shall implement 56 administrative procedures.
For the Ministry of Finance, there are some level 3 online public services which should be implemented as follows: price registration of enterprises listed in the Ministry's price registration; procedures related to certificates of qualified prize-winning electronic game business for foreigners, certificates of eligibility for auditing service business; registration of establishment and operation of public securities investment companies.
In particular, the Customs must implement 2 procedures for implementation of the level 3 online public services: the group involved in classification, predefined codes, predetermined origins, declarations, consultations, and valuation; groups related to tax exemption, tax reduction, tax payment and tax guarantee.
Regarding the online public services at the level 4, the Ministry of Finance must perform a number of tasks, such as the procedures related to accounting service registration certificates; electronic tax payment for real estate transfer and tax refund.
In addition, the Prime Minister's decision also sets out the tasks and requirements for the operation of the National Public Service Portal in 2017.
The Prime Minister has assigned the Government Office to issue guidance on the criteria for assessing and determining administrative procedures for the provision of online public services at the level 3 and 4; build and put the National Service Portal into operation in 2017; guide ministries, ministerial-level agencies, and provincial/municipal People's Committees to integrate online public services into the National Public Service Portal.
The Ministry of Information and Communications shall guide and urge ministries, branches, and localities to build and deploy e-Government according to Vietnam e-Government Architecture Framework; preside over and co-ordinate with the Government Office to develop and promulgate technical regulations on connection and integration of public services to ensure the integration of all online public services of ministries, sectors and localities on the National Public Service Portal.
The Prime Minister has also requested the Ministry of Public Security to expeditiously complete the National Database on Population, to ensure the sharing and exchange of information on citizens in accordance with the National Technical Regulation on the structure of citizen data exchange with the national database on population (QCVN: 109/2017 / BTTTT).

The State Bank of Vietnam shall assume the prime responsibility and coordinate with related ministries and branches in building and operating the payment of charges, fees, and State budget remittances when performing online public services.
