Nearly 100% of enterprises declare tax via the internet
According to Mr. Tran Ngoc Tam, Head of the Ho Chi Minh City Taxation Department, in order to serve over 220,000 enterprises operating in the city, the unit always pushed on the administrative reform to create favorable conditions for tax payers. With the support of tax officials, the number of enterprises with their registered accounts registering to pay electronic tax reached 96.41% compared with operating enterprises; the number of accounts that the enterprises registered successfully at the commercial banks were 93.45% of total operating enterprises; The number of records for electronic tax payment reached 84.66% of the total number of records transmitted to the Treasury.
It not only facilitates enterprises to declare the electronic tax payment, the Taxation Department of Ho Chi Minh City also diversified forms of supporting the enterprises. In 2018, in order facilitate taxpayers, the Taxation Department of Ho Chi Minh City stepped up the work of inter-linkage between the Taxation offices and the Department of Natural Resources and Environment in receiving and releasing the tax payment records. Until now, the number of records which released the tax notice were nearly 15,000. In parallel, the VAT reimbursement was also extended through electronic systems. According to the Ho Chi Minh City Taxation Department, the unit had approved the VAT refund for nearly 1,000 records in the first 6 months, up 5.11% over the same period. Of these, nearly half of the records were processed electronically.
In addition, the HCMC Taxation Department and the Joint Stock Commercial Bank for Foreign Trade of Vietnam (HCMC Branch) signed a joint tax payment agreement for the rental of individual houses arising in the city. Accordingly, the Taxation Department of Ho Chi Minh City would comply with the legal documents guiding the declaration of taxation of renting houses for the individuals fully and correctly. It would collaborate with VCB - HCMC Branch to connect and exchange the information and data to pilot the electronic tax payment for rental activities of individuals.
With many synchronous solutions to support the taxpayers, in the first 6 months of 2018, the Taxation Department of Ho Chi Minh City collected rather well, with the revenues of 121.439 billion VND, reaching 47.40% of the estimate, up 11.7 % over the same period. In particular, the revenue from the economic sector were about 72,032 billion, reaching 43.63% of the estimate and up 14% over the same period; The revenues from other activities were 45,706 billion VND, gaining 56.36% of the estimate, up 15.96% over the same period; the revenues from the lottery were over 1,779 billion VND, reaching 59.29% of the estimate and up 20.84% over the same period.
Applying IT powerfully
In order to facilitate the taxpayers, to generate the revenues in order to complete the target of 268,780 billion VND, in the last 6 months of 2018, the Taxation Department of Ho Chi Minh City continues to apply IT in the budget collection. Accordingly, the extension of electronic tax payment and electronic tax refund for the businesses. To strive for the electronic refund of 70% of the dossiers which applied for the tax refund and the amount of tax refund. Make sure that at least 90% of tax refund dossiers would be processed on time. The percentage of tax refund dossiers before the post-examination would be at least 80%.
The Ho Chi Minh City Taxation Department continues to deploy application of electronic tax declaration for the operation of renting houses of individuals at the Taxation Sub-Department of districts; To carry out the administrative reforms and raise the quality of tax administration; Continue implementing Resolution No. 19/NQ-CP and Resolution No. 35/NQ-CP of the Government; To enhance the management of risks in tax administration, to settle the tax complaints on time.
Extension of electronic tax payment and electronic tax refund for the enterprises, striving to implement the electronic tax refund for 70% of the dossiers which apply for the tax refund and the amount of tax refund. Make sure that at least 90% of tax refund dossiers would be processed on time. The percentage of tax refund dossiers before the post-examination would be at least 80%. To ensure that at least 95% of taxpayers' complaint dossiers would be settled within the prescribed time. Continue to expand the tax collection mandate at the Taxation Sub-Department District 1, District 3, Phu Nhuan District, Tan Phu District and implement the tax collection mandate under new procedures.
To continue using the electronic invoices with the authentication codes of the taxation offices; To declare and pay the electronic tax on the vehicle registration, land tax; To maintain the data network security with the Commercial Banks to collect tax through the electronic equipment; Electronic declaration of asset lease.
In addition, the Taxation Department of Ho Chi Minh City maintains the Electronic Office connection with the portals of Departments, Branches; Inter-linkage with the Department of Natural Resources and Environment on the land records; complete communication between the taxation offices - Department of Natural Resources and Environment on registration of land and housing; exchanging information between the Tax offices and the HCM City Customs Department on revenue collection; Maintaining the electronic mail for information between the Taxation offices and the enterprises, and guides timely on new tax policies, information on the common problems of the enterprises. Applying IT at least 95% in submitting the tax declarations, paying taxes and refunding taxes to the enterprises. To disclose the database on tax refund; to ensure that 100% of tax refund dossiers would be inspected and 100% of taxpayers' complaint dossiers would be settled within the prescribed time. Deploy the implementation of collecting car registration fees and motorcycles, personal income tax on real estate transfer via the electronic method; Electronic tax declaration and payment for the individuals earning their incomes from rental activities
