Tax sector strengthens measures to fight loss of tax revenue

Accordingly, regarding invoices, the General Department of Taxation requires the whole sector to strengthen the inspection of tax law observance of enterprises in combination with the inspection of the use of invoices to detect the illegal use of invoices, thereby handling violations according to regulations.

Along with that, tax departments must strengthen tax refund management, risk assessment to select, review and examine high-risk businesses, closely examine value-added tax refunded amounts and promptly detect businesses abusing policies for tax refunds.

For e-commerce activities, the General Department of Taxation requests tax offices at all levels to strengthen measures to improve the efficiency of inspection work for e-commerce businesses across the country, especially focusing on digital-based business activities of foreign providers who do not have a permanent business establishment in Vietnam and operate through e-commerce platforms; to review data on organizations and individuals whose income is generated from social networking sites to notify them of tax declaration and payment.

At the same time, the local tax departments are required to urge the collection and payment of the full collected amount from inspections. The inspection teams monitor and speed up collection and payment of tax and fine amounts through inspections to the state budget; drastically implement measures to urge and coerce tax debt collection into the state budget; focus on exempting late payment interest according to Resolution 406/NQ-UBTVQH15 and Decree 92/2021/ND-CP; closely coordinate with the State Treasury, commercial banks, credit institutions and investment planning agencies to perform the task of tax debt collection to the state budget.

For the fight against loss of budget revenue, the General Department of Taxation requires the tax agencies to proactively make plans and coordinate with agencies and departments in the area. In which, the tax agencies should advise the Party government and local Governments to direct police agencies and other agencies to implement regulations to fight against acts of tax evasion, tax fraud and tax crimes.

At the same time, closely coordinate with agencies, departments and sectors to capture information, detect businesses with high risks of transfer pricing, and profit transfer, tax avoidance to focus on inspection and handling of violations.
