In Official Dispatch 2310/VPCP-V.I dated April 14, Deputy Prime Minister Pham Binh Minh, Head of the National Steering Committee 389, requested the Steering Committee 389 of ministries, sectors and localities to direct competent agencies to effectively implement the Official Dispatch 160/CD-TTg dated February 22, 2022 of the Prime Minister ensuring the supply of petroleum products for the domestic market and Plan 410/KH-BCD389 dated June 14, 2017 of the Head of the National Steering Committee 389 strengthening the inspection, control, fight against petroleum smuggling, trade fraud, and relevant documents.

Steering Committee 389 of ministries, sectors and localities are also required to strictly control the import, transportation, storage, distribution and circulation of petroleum products; promote patrol and control of border routes and targeted areas in the inland and sea areas to promptly detect and fight those involved in smuggling, trade fraud, production and trade of fake or low-quality petroleum products, especially perpetrators for handling in accordance with the law.

The Deputy Prime Minister asked the local Steering Committee 389 to strengthen coordination between competent units and agencies, especially, competent agencies that are in charge of granting quality license and registration, and closely control retail stores in compliance with regulations on imports, storage, transportation, production, distribution and circulation to handle violations in measurement, quality of petroleum products, speculation and hoarding to make a profit.

In addition, reward collectives and individuals with outstanding achievements; strictly handle collectives and individuals that support and protect subjects involved in smuggling, commercial fraud, and tax evasion in petroleum trading.

The Deputy Prime Minister assigned the Standing Office of the National Steering Committee 389 to monitor the performance and report results to the Head of the Committee.
