Users are interested in online public service

For the objective of State Treasury development strategy to 2020 including Electronic Treasury on the basis of modern information technology that provides more and more online public services for organizations and individuals with transactions with the State Treasury, the implementation of the online public service is being propagated by the State Treasury to each budget user.

At Phu Tho State Treasury, this unit officially expanded the online public service in the province under the direction of the State Treasury from April 2019. According to Director of Phu Tho State Treasury Tran Manh Hung, since the beginning of the deployment, the unit has actively reported to local authority on the State Treasury’s policy on the deployment of the online public service. Phu Tho State Treasury also sent documents to departments, agencies, district People's Committees, Town People's Committees and investors and assigned officers to support and train units participating in the online public service of the State Treasury.

So far, Phu Tho province has 785 units registering for the online public service of the State Treasury (accounting for 40% of units in the province). The total number of records sent to the online public service system is 14,835. In particular, the number of processed records is 11,151 and there have not been errors causing risk of money loss in the deployment.

Benefits of public service providers are to create publicity and transparency of administrative procedures, increase satisfaction, convenience and reduce travel time and costs for budget users. Accordingly, the budget users can send and receive the results from the treasury right at their units. Therefore, from the beginning of the implementation, this program has received a positive response from budget users, said Tran Manh Hung.

Spread out rapidly

After only 3 months of implementation, up to 40% of units are participating in the online public service to replace the old method. According to the representative of Phu Tho State Treasury, to gain this result, in addition to advising the Provincial People's Committee to issue written directions, the unit also uses the "spread" method from a budget user to another one.

"The benefits of public service are specific, so for those who use state budget, we consider it as an effective communication channel to support the remaining units. In addition, due to limited human resources, Phu Tho State Treasury also works with providers of digital signature authentication services to enhance support, thus, the spread of the benefits of online public service is faster than ever," said Tran Manh Hung.

As one of the leading units in the use of online public services in the province, Hung Vuong University was highly appreciated by Phu Tho State Treasury for its coordination as well as its sensitivity and active participation.

According to Hung Vuong University’s Chief Accountant Le Quang Hung, from the beginning of the participation, the University did not encounter any significant problems. Previously, when using paper vouchers, it took a lot of time to monitor whether the documents were signed for approval, but when implementing the online public service, as soon as the documents were updated on the system, the accountants could know the process and errors. Almost all documents updated to the system are processed the same day.

"Simple software, and the easy-to-see and easy-to-use interface save a lot of time for accountants. In the fourth industrial revolution, the online public service will limit direct contact with Treasury staff, which is absolutely necessary," said Hung.

Commenting on this service, Hung said that the State Treasury should increase the capacity for the attached documents (currently 5 Megabytes) by the records with a large number of documents from 20-30 pages like payrolls which cannot be attached to the online public service application and must be brought directly to the State Treasury.

These are important factors positively affecting organizations and individuals with transactions with the State Treasury towards the increasing use of online public services of the State Treasury.
