Responsibilities of ministries and central agencies in using public services

Through the People's Volunteer Committee - Standing Committee of the National Assembly, voters of Bac Kan province have proposed considering and issuing frameworks on economic - technical norms applicable to public services, funded by the state budget. In which, adjustment coefficients are specified to match the actual capabilities and conditions of each locality and each region, so that localities have grounds for comparison and promulgate appropriate economic - technical norms.
Responding to this issue, the Ministry of Finance said that Article 26 of Decree 32/2019, dated April 10, 2019, of the Government clearly stipulates the assignment of tasks, ordering or bidding for providing public products and services funded by the state budget from recurrent expenditures to ministries and central agencies.
Ministries and central agencies should promulgate, amend and supplement to their competence; economic - technical norms, cost norms (if any) applicable to public products and services as the basis for developing unit prices, prices of public products and services, subsidized prices of public products and services of ministries and central agencies, in accordance with the law on prices and other relevant laws.
The responsibility of the Provincial People's Committee is to issue, amend and supplement economic-technical norms and cost norms (if any) applicable to public products and services as the basis for promulgating unit prices and prices of public products and services; criteria and standards for quality of public products and services; mechanisms of supervision, quality assessment and regulations on inspection and acceptance of public products and services, under the scope of local management.
According to the Ministry of Finance, the promulgation or amendment and supplementation of economic - technical norms applicable to the fields of public services are managed by the state; criteria and standards for the quality of public services and the mechanism of supervision and quality assessment of public services are regulated by ministries, central agencies and provincial People's Committees.
During the implementation, if central and local units have problems related to economic - technical norms applicable to public services managed by ministries and central agencies; criteria and standards for the quality of public services; or the mechanism of supervision, quality assessment of public services, they can directly report to the ministries in charge for timely guidance.

In addition, the chairpersons of the People's Committees of the provinces and cities can be proposed to, based on the provisions of Decree 32/2019/ND-CP, supplement the contents of the task assignment, ordering or bidding in compliance with management requirements and specific characteristics of each field and other relevant laws.
