Re-organization and re-structure of Customs department in provinces and cities.

VCN- In communication with the Customs Newspaper, Mrs. Pham Thi Thu Huong, Deputy Director of Personnel and Organization Department of the General Department of Customs has informed that the General Department of Customs has submitted a report and the Ministry of Finance is examining the Decision draft on regulating the function, mission, ability and structure of Customs Departments of all provinces, inter-provinces and cities, in the near future.

The reform will be a new direction to meet the requirement of increasing management and the complicated nature of Customs work.

In detail, the function and mission of Customs Departments in all provinces, inter-provinces and cities must be suitable, and uniform with the stipulation written in specific documents and personnel organization documents to avoid missing functions and missions.

Whereby, the draft will have 2 additional tasks, which are to measure by professional technical management all risks, and to set up the implementation piority regulations for enterprises. Customs Departments organizational structures in all provinces, inter-provinces and cities will be established according to the direction of reducing administrative bottlenecks and strengthening the ability to respond effectively in response to the workload in each department. The intention is to have each Customs Department working swiftly and efficiently.

There will be a number of units re-organized is some provinces and cities as below:

The Inspectorate Division and the Personnel Division will be re-established into 3 out of 20 Audit-Inspectorate Divisions independently of three major Customs Departments, 17 remaining Inspectorate Divisions will be reunified into the Personnel Division to the Inspectorate-Personnel Division. Also there will be renamed from the Personnel Division of Bac Ninh Customs Department into the Inspectorate-Personnel Division and dissolved 3 remaining Personnel Divisions.

With the structural implementation of customs control activity, in future there will be only about 15 out of 23 Anti-smuggling and Offenses Handling Divisions remaining. The Customs Enforcement Team No.1 will also be reunited with Enforcement Team No.2 to become Customs Enforcement Team of Nghe An Customs Department. On to the forces of Post-Clearance Audit: keeping only about 20 out of 34 of those, renamed 9 Data Center to Information Technology Division, and dissolved Risk management Division of the Quang Ngai Customs Department.

In implementing Decision No.65/2015/QD-TTg, the General Department of Customs has conducted a review, rate the process of implementation on how well all the units and agencies were performing according to Decision No.02/2010/QD-TTg issused 15-01-2010. With the result will be checked based on the regulation of Custom Laws 2014 and other related documents.

The restated function, mission and ability and organization structure of Customs Departments of all provinces, inter-provinces and cities is to overcome the mistakes and shortcomings that used to exist during the implementation of Decision No.02/2010/QD-TTg. In the same time is to address the demand for a new method of customs management that has improved through modernization and reform of Customs. The reform will be applied to the system of VNACCS/VCIS; National Single Window, ASEAN Single Window.

Nevertheless, the reform will be a new direction to meet the requirement of increasing management and the complicated nature of Customs work. Enhance the management and direction of the work of the General department with other Customs Departments and Branches is also important.

Thoughout the process there should be no mistakes, no mission left undone and a minimum of overlapping of functions, and mission between different units; every mission shall be done by only one unit and one unit will handle many missions.

Overall, streamlining the organizational structure of the intermediate level (Customs Department) is to strengthen the organizational apparatus and the staffing for high direction, executive level (General Department level) and the performance level (level of Customs Branch).
