Quang Ninh Customs strictly manages the transportation of goods subject to customs supervision

Accordingly, Quang Ninh Customs requested the units to strictly and fully implement the responsibilities of the customs authority at the place of departure and destination in accordance with regulations; strengthen inspection and supervision for means of transport, and ensure customs seal and customs supervision during transportation.

Organize close supervision in case of bulk cargo changing transport mode, ensuring that goods that have domestic origin are not taken advantage of to be transported abroad; make a certificate as prescribed, take photos of the status quo and record detailed information into the system.

Implement installation of an electronic positioning seal on the means of transport to monitor the journey, and stop time during the transportation of goods subject to customs supervision. Monitoring and handling warnings from the Seal System to promptly prevent violations and fraud.

Quang Ninh Customs also requested units to strengthen the collection of information on businesses and goods, especially enterprises that are high risk, and plan to organize customs supervision for the transportation of goods subject to customs supervision by shipping enterprises.

Notifying import-export enterprises and enterprises operating in warehouses, yards and ports for implementation; coordinating with warehouses, yards and port businesses to strengthen control of overloaded means of transport of goods subject to customs supervision in accordance with regulations.

In case there is an oversized and overweight vehicle, which is allowed by the competent authority to transport oversized and overweight cargo, it should strictly follow the direction at Point 2 of Official Letter 460/TCHQ-GSQL dated February 3, 2023; enterprises operating warehouse and port that has been connected to the VASSCM system shall make a photocopy of the permit for transporting oversized and overweight cargo attached with documents or the number of documents certifying that the goods are eligible to pass through the supervision area and send it to the Customs Branch; in case the VASSCM system is not connected, the customs branch shall keep the customs dossier and keep a copy of the license to transport oversized and overweight cargo, together with documents certifying that the goods are eligible to go through supervision area after allowing the goods to pass through the supervision area.

In case the domestic authorities check and detect that the means of transport violate the regulations on oversize and overload, the means of transport which made homemade containers "fake containers" are sealed and cleared by the Customs authority and transported on road, do not comply with regulations and directions of the General Department of Vietnam Customs, they shall consider and handle the responsibilities of leaders and civil servants in accordance with regulations.

Previously, on February 3, 2023, the General Department of Vietnam Customs issued Official Letter No. 460/TCHQ-GSQL directing local customs departments on strengthening control of overloaded and overweight transport goods subject to customs supervision.

Accordingly, the General Department of Vietnam Customs requested local Customs Departments to strictly comply with the provisions of the law and the direction of the General Department of Vietnam Customs.

At the same time, notifying enterprises operating warehouses, yards and ports to implement the coordination; strengthen inspection of duties to promptly detect, correct, and handle cases of improper implementation of regulations.
