Public, transparent bidding for national reserve goods

Providing 107,327 tons of rice

According to Ms Nguyen Thi Pho Giang, Deputy Director of the General Department of State Reserves (GDSR), in 2022, the unit timely provided food and materials for national reserves to support localities to meet unexpected and emergency requests for prevention and overcoming of consequences of natural disasters, fires and epidemics; and national defence and security.

At the press conference, Mr Pham Viet Ha, Director of the Reserves Management Department, said that from the beginning of 2022, implementing the decisions of the Prime Minister and the Minister of Finance, the General Department of State Reserves requested units which are provided with national reserve goods to actively contact and report to the People's Committees of the provinces to have a plan on receiving and allocation of reserve goods to the beneficiaries; closely work with local agencies and units to organize timely delivery of goods; and inspect the quality of goods before leaving the warehouse; prepare vehicles and human resources for transportation to ensure timely delivery of national reserve goods following the plan of the People's Committees of the provinces.

According to statistics, for food products, as of December 26, the GDSR exported 107,327 tons of rice valued at about VND1,287 billion to support localities.

For supplies and equipment for rescue, the GDSR issued 30 sets of boats; 1,220 sets of life-saving canvas tents; 159,730 lifebuoys of all kinds; 147 sets of synchronous firefighting equipment (Firefighting water pump); 43 sets of generators of all kinds; 23 sets of drilling and cutting equipment; 10 sets of audio-visual search and rescue victim locators. The total value of these items is about VND148 billion.

Mr Pham Viet Ha said that the supply of national reserve goods to support localities at each time has different meanings. However, in recent years, the support from national reserves (food, supplies and equipment) for localities is extremely urgent and of great significance, showing the spirit of "mutual solidarity" and sharing of the Government for people in the prevention and control of the Covid-19 pandemic.

"The use of national reserve resources to support localities to respond to urgent epidemics and natural disasters is one of the policies greatly supported by the people. This is also a tool to deal with unexpected and urgent situations, which reflects the increasingly important role of the national reserves, not only helping localities to ensure social security and welfare work but also helping people in areas affected by epidemics, natural disasters, droughts, and crop failures soon stabilize their lives, productions to serve the national defence and security work, especially in areas with challenging socio-economic conditions and border areas", said Mr Pham Viet Ha.

Public and transparent bidding for national reserves goods

At the press conference, Mr Pham Viet Ha said that regional Departments of State Reserves had focused on inspecting national reserves after being released. Through the inspection and reports of regional Departments of State Reserves, the allocation of national reserves to localities has been implemented following regulations on the allocation and use of national reserve goods and the direction of the Prime Minister, ensuring the quality, quantity, time, beneficiaries and purpose.

The representative of the GDSR said that the bidding for national reserve goods is assigned to two investors, of which the GDRS will be the contractor for procurement of materials and equipment, and regional Departments of State Reserves will be the contractor for food procurement.

Regarding national reserves, so far, 100% of national reserves have been auctioned online. For national reserve goods, there are standards and procedures for warehousing. In addition to national reserve officers, there will also be specialized intermediary agencies to ensure quality and quantity. The inspection work is public, transparent and consistent in terms of quality and price standards.

"From the date of online bidding, all operations are done openly, transparently and fairly. In particular, we have evaluated contractors based on their reputation rating to ensure quality and fairness. However, those participating in bidding must comply with the current Bidding Law. Contractors who do not comply with their commitments, and violate bidding regulations will be banned from participating for three years, "said Pham Viet Ha.
