Prevent nearly 100 tonnes of export waste of green channel, worth more than VND 500 million of tax

Under the direction of the Director of Ho Chi Minh City Customs Department and leaders of Saigon Port Area 1 Customs Branch on fighting smuggling and trade frauds through green channel (free inspection), the Customs Supervision and Control Team has researched and collected information to seize many shipments of green channel with acts of tax frauds
On November 7, the Customs Supervision and Control Team of Saigon Port Area 1 Customs Branch worked with the Import and Export Good Team to inspect and prevent the shipment of four containers of waste subject to green channel of Lam An Import Export Service Trading Company Limited (District 1 Ho Chi Minh City).
According to Tran Viet Thang, Director of the Saigon port area 1 Customs Branch, the above shipment was expected to be exported to South Korea. On the customs declaration, the company declared the goods as galvanised round steel pipes subject to tax rate of 0 percent. The shipment was automatically classified into the green channel.

The four above-mentioned containers contain approximately 100 tonnes of waste. According to initial estimates, the shipment was valued at nearly VND 3 billion with tax amount of more than VND 500 million.The Customs Supervision and Control Team discovered this export shipment had signs of tax fraud so, proposing the Customs branch’s leaders to stop customs clearance and changing it into the physical inspection channel. As a result, the Customs authority discovered the goods as aluminum waste subject to an export tax rate of 22 percent.
Previously, the Customs Supervision and Control Team also discovered, prevented, sanctioned administrative violations, collected tax arrears for two imported shipments which were automatically classified into the green channel with a total of tax nearly 1.5 billion.
Specifically, the team detected the shipment of Tran Linh Trading and Services Co., Ltd, which was subject to green channel and declared as flat screen (LED) brand YESTECH MODEL MG7 with an import tax rate of 0 percent. Physical inspection results showed the display screen was made up of many LEDs and ICs used outdoors, model YMG7. MO4UFQ with an import tax rate of 12 percent and tax arrears of VND 1.3 billion.
The second shipment belonged to Tai Phu Plastic One Member Company Limited, which was declared as mat paper used to pack fruit with tax rate of 5 percent, which was subject to green channel and cleared. Changing the inspection channel, Saigon port area 1 Customs Branch discovered imported goods aspaper bags used for packing fruits outdoors with an import tax rate of 20 percent and tax arrears of more than VND155 million.

The Customs Branch has transferred the case to the Post-Clearance Audit Branch–under Ho Chi Minh City Customs Department for further inspection.
