Positive signals from the VASSCM implementation at Cai Lan port

The seaport system in Quang Ninh province includes Cai Lan port; B12 Oil Terminal Port of B12 Petroleum Company and specialized coal port for coal storage of Port and Coal Company; 3 Floating ports for bulk cargo transshipment in Hon Net (Cam Pha), Cua Dua (Hon Gai) and transshipment zone at Van Gia Port.

Import and export goods at seaports are mainly managed manually or semi-manually. Specifically, enterprises must come to the customs supervision division to register for certification of goods eligible for passing through customs supervision area, then to the port to carry out procedures for goods delivery. At the same time, the Customs management of goods from being taken in, stored and taken out of Customs supervision is manual and faces a lot of difficulties.

Facing the management requirements and following guidance by the General Department of Customs, Quang Ninh Customs has chosen to officially deploy the VASSCM at Cai Lan port Customs Branch, which is also the first unit deploying this new system. The VASSCM is a system that directly connects information on import and export goods and means of transportation between port operators and customs agency. When the VASSCM is launched, importers and exporters shall only declare Customs procedures on the VNACSS / VCIS, all documents for goods delivery and all stages of the notification of goods eligible for passing through the supervision area are carried out on the VASSCM, enterprises do not have to travel and contact for customs supervision at port.

Particularly, Cai Lan port Customs Branch has officially launched the VASSCM at CICT port June 19th, 2018 and at Quang Ninh port from July 10th, 2018. Accordingly, VASSCM has assisted the Customs agency to control the movement of import and export goods in port areas, warehouses, yards and history of goods from entering into Vietnam to exiting the supervision area. In addition, the system has also eliminated the manual operations, the use of paper documents in some professional stages by customs officials, contributing to streamlining the human resources. Thereby, mobilizing forces to monitor and supervise high-risk shipments and enterprises, preventing trade fraud and smuggling, and ensuring national security.

Sharing with reporters, the leader of Cai Lan port Customs Branch said that the successful deployment of the VASSCM not only facilitates the Customs agency and state management agencies, but also benefits enterprises. The system helps port operators to be provided with full and timely information on the status of granting for clearance and release of goods from the customs agency for each consignment, each container to minimize the risk in the implementation of procedures for goods delivery. Also, it seeks to manage, list and save documents quickly, exactly, scientifically and transparently, thereby improving the prestige and capacity to receive and exploit goods, and improving the business efficiency and competitiveness.

Specifically, the system of information exchange and data processing 24/24 helps enterprises to actively plan the goods delivery at the port. In addition, the reduction of procedures submitted to the Customs for inspection and certificate of goods eligible for passing the supervision area has cut down the procedures, travel time and cost of documental processing for taking goods in and out the port area. For shipping lines and shipping agents, the rapid release of goods, the turnaround time to use containers is lessened, helping enterprises raise the exploitation and efficiency of international transportation business.

The representative of Vima Flour company said that the deployment of the VASSCM at Cai Lan port has contributed to the Customs administrative reform. This is to ease the business for importers and exporters and save time and cost to transport goods in and out the port by using electronic documents and handling procedures electronically. In addition, it helps enterprises be more active in the registration of import export consignments by electronic data connection 24/7 and not to depend on working time of the Customs.

In the coming time, Quang Ninh Customs shall launch the system at 6 Customs Branches such as Mong Cai, Bac Phong Sinh, Hoanh Mo, Hon Gai port, Van Gia port and Cam Pha port. The Department has reviewed and evaluated the current situation and identified warehouses, yards, ports operators subject to customs supervision to deploy the VASSCM, and held a conference to announce the guidelines, requirements and plans of the connection between the VASSCM with the enterprises’ system. There are 39 enterprises that are eligible and willing to connect with the VASSCM.

Through monitoring on the VASSCM from June 19th to September 18, 2018 at Cai Lan port:

- For containerized cargo: 10,986 containers (including general cargo, automobile spare parts, pressed plywood ...) enter the port; 10,282 containers exit from the port.

- For bulk cargo: 1,707,317 tons enter the port; and 1,088,765 tons exit the port.
