VCN- Based on the situation from the major ports specialized in automobile import, there is no car shipment for any kind of business registered to open import declaration. Currently, automobile import activities are still implemented by the regulators if import companies meet all the regulations under the specialized management (according to Circular No. 03/2018 / TT-BGTVT on technical and environmental safety inspection of imported motor vehicles regulated by Decree No. 116/2017 / ND-CP.

On 28/2, discussing with Customs Newspaper reporters, the leader of Hai Phong Customs Department said: From early 2018 to now, the situation of automobile import to Hai Phong port area - the largest trade gateway in the North is very quiet.

From January 1 to February 26, 2018, the total value of imported cars in Hai Phong Customs was just over 1.8 million USD, down sharply (around 35 times) compared with 63.254 million USD in the same period of 2017.

In terms of quantity, at that time, Hai Phong customs have conducted clearance procedures for 42 cars, while at the same time last year, the number of cars imported through Customs Hai Phong was 2,933 vehicles, the number is equivalent to a decrease of 2,891 vehicles.

Another interesting piece of news is that among the modest number of imported car mentioned above, those imported were mainly for diplomatic agencies, especially luxury cars or medical vehicles ... non-commercial forms (not for trading). Therefore, the tax revenue for the customs office is not significant.

Some notable models have been processed at Hai Phong customs since early this year were: Rolls Royce; Land Rover Range Rover; Lexus ...

According to correspondents from four Customs Sub-Departments of Hai Phong Customs Department, the automobile import activities are really gloomy.

Specifically: At the Custom Sub-department of Hai Phong Port border gate zone I - the unit had the largest import volume in Hai Phong in 2017, but from the beginning of 2018, there were no under-9-seat car doing import-for-business procedures at the unit. Meanwhile, in 2017, the amount of tax collected from automobile import of the Department was about 6,500 billion VND.

"Up to now, we have not received any official information about an import plan in the near future from enterprises that usually import cars” - representative of the department stated.

Similarly, at the Custom Sub-department of Hai Phong Port border gate zone II and the Custom Sub-department of Hai Phong Port border gate zone III, from the beginning of the year, these units have not received and conducted procedures for any under-9-seat cars imported for trading purpose.

There is a similar situation at the Custom Sub-department of Dinh Vu Port. "Since the beginning of the year, there has been no shipments of under 9-seat cars conducted for import procedures for business, only some cars have been done through diplomatic procedures. However, these vehicles have been temporarily released for storage and the procedure for customs clearance has not been completed" - a representative of the department said.

At the Southern seaport border gates and international airports, by the end of February, there were not any under-9-seat cars imported for commercial purpose.

According to the Custom Sub-department of Hiep Phuoc Port - Ho Chi Minh City Customs Department: from the beginning of January, 2018, as soon as Decree 116/2017/ND-CP stipulated the conditions for producing, assembling, importing and trading automobile maintenance and repair services came into effect from 17th October, 2017, car importers stopped importing activities because they did not meet the requirements stipulated in this Decree.

Similarly, at the VICT port of Ho Chi Minh City, according to the 3rd zone Saigon Seaport Custom Branch, in the first two months of 2018, only one under-9-seat car, branded Mercedes-Maybach S600 Pullman, was imported as a diplomatic vehicle.

Similarly, at the Cai Mep port border gate (Ba Ria-Vung Tau), according to the Custom Sub-department of Cai Mep Port, from the beginning of the year, there have been no under-9-seat car imported through this port, except for a special-purpose vehicle imported by an enterprise for ambulance service.

According to some information from other port authorities, there are not any big car shipments that have been docked in the past few days, and in the next few days as well.

In recent days, it is expected that there will be a big car shipment imported from Honda Vietnam in March. And this company has enough documents in accordance with Decree 116/2017/ND-CP and Circular 03/2018/ TT/BGTVT to import this shipment. This information is getting more and more interesting in the market.

However, as mentioned above, surveying a round of major seaports, correspondents of Customs Newspaper found that there are no large car shipments expected to be imported into Vietnam.

Talking with a representative of Honda Vietnam, we also received an answer: "We do not know. At present, Honda Vietnam has no information on this issue”.

Currently, many car models, especially completely built-up ones are rare in Vietnam’s car market. The selling price of some popular vehicles tends to increase. While the demand for cars is sharply rising. Some agents are taking advantage of this fact by offering real-fake information to pressure customers, creating chaos in the market as well.

Therefore, customers need to be calm in choosing their car, as well as consider the time to buy it. Since the market is scarce, the price increase is inevitable. However, difficulties in importing cars only happen in the short term. It is expected that in few months later, manufacturers will be able to meet import regulations; In addition, ordering and importing components for domestic assembly will also be stable, and supply in the market will be plentiful.

Dossiers of registration for technical and environmental safety inspection of imported motor vehicles (not yet used)

1. Declaration form for quality, technical safety and environmental inspection for imported motor vehicle according to regulations

2-A copy of the Certificate of type of imported automobile issued by the foreign competent agency or organization.

3- A copy of the Certificate of type of accessories including tires, rear-view mirrors, front lights and glasses issued by competent agencies or organizations

4. The original of finish-testing slip issued by the manufacturer for each automobile vehicle

5-Copies of documents on the results of quality assessment assurance conditions of foreign manufacturing and assembling enterprises for factories producing types of valid import cars granted by foreign competent agencies or organizations.

6. Copy of commercial invoice.

7-Copy of vehicle manufacturer's VIN Declaration (for the first type of certification).

8-The original copy of the import vehicle information sheet according to regulations.

9-Copies of functions and specifications of the automobile from the vehicle manufacturer.

10- Copy of import goods declaration form for paper dossiers; The number, day, month and year of the declaration for electronic dossiers.

11-Copy of emission report.

12-copy of safety test report.
