Earlier, Quang Ninh Province People's Committee approved the pilot plan for the management of self-driving tourist vehicles between Mong Cai City and Dong Hung City (China). The time for the implementation of the pilot plan will end by January 11, 2017.
Accordingly, automotive vehicles under 9 seats owned by Chinese individuals and enterprises are allowed to enter Vietnam for travelling and vice versa. Chinese visitors are allowed to stay in Vietnam for no more than 3 days for an entry. If there is a force majeure such as accidents or vehicle damage, foreign visitors will be allowed to stay one more day.
The scope of tourists is only in Mong Cai City, but not exceeding the Control Complex Station of Km 15-Dan Tien pier, and vehicles must not run on 18C Highway (of the border belt) and military areas.
The enterprise which is licensed to perform the pilot plan is Hong Gai Tourism and Services Company. This enterprise must comply with some rules as follows: For the prescribed identification, Chinese self-driving tourist vehicles must display the logo which is registered with the Department of Transportation. The enterprise must sign a package contract with Chinese partners in the management of self-driving tourist vehicles on entry and exit from Vietnam. In addition, the enterprise must arrange Vietnamese staff speaking Chinese fluently to guide the tourist vehicles during traffic participation in Mong Cai.
Regarding the number of foreign vehicles and visitors, Quang Ninh Province People's Committee allows at least 5 vehicles and a maximum of 20 vehicles in each group per time. During the tour entry, the total amount of Chinese self-driving vehicles in Vietnam is to be no more than 100 units per day. Quang Ninh Province People's Committee only allows the new tour group to enter Vietnam after the previous group finishes the tour.
The State agencies in Quang Ninh Province such as the Department of Transportation, Customs and the Border Protection Forces have to implement entry procedures under the above regulations.
