Ministry of Health forget to connect 22 procedures to National Single Window

VCN – Registering to connect 23 administrative procedures to National Single Window (NSW) in 2018, up to now, only 1 procedure is connected by a unit under the Ministry of Health (MOH) coordinating with the Permanent Office of National Steering Committee about ASEAN Single Window, NSW and trade facilitation (call letters are Steering Committee 1899) in order to implement related work.

More than 50% of the procedures are under the responsibility of the Drug Administration of Vietnam

The only procedure which is conducted by authority of Ministry of Health in coordination with Permanent Office (General Department of Vietnam Customs) is a procedure of proclaiming standard applied for medical equipment type A.

The works related to the above procedure were implemented in the past are unifying documents of the professional requirements and developing system in order to implement connectivity testing between the National Single Window Portal and the Ministry of Health System.

However, this procedure is not ready to connect yet. The Ministry of Health has adjusted and has not unified the professional requirements with this procedure.

More worryingly, by the end of September, there were 22 procedures of MOH which are already registered for connection in 2018, but no one in charge of the unit under this ministry coordinated with the Permanent Office in order to carry out the related works.

According to the findings of Customs News’ reporters, those 22 procedures are related to four departments of the Ministry of Health, including: Drug Administration; Food Safety Department; Department of medical equipment and facilities; Health Environmental Management Agency (VIHEMA).

Accordingly, the procedures under the responsibility of the Drug Administration accounted the highest number of procedures with 13 procedures, equivalent to more than 50% of the number of registration procedures of the Ministry of Health connected this year.

Some noteworthy procedures related to the Drug Administration are connected to the NSW such as: Granting licenses for import of pharmaceuticals, semi-finished drugs, medicines, semi-finished pharmaceutical products to produce drugs for export production, excluding raw materials subjected to special control; granting permits for import of recipients, capsules and packages in direct contact with medicines and standard substances; Granting permits for import of medicinal materials subjected to special control.

In addition, the Health Environmental Management Agency has four procedures; Department of medical equipment and facilities has 3 procedures; The Food Safety Department has 2 procedures.

Large workload

In an official letter issued by the Minister of Finance Dinh Tien Dung, the deputy director of the steering committee 1899, was sent to the Minister of Health Nguyen Thi Kim Tien, he expressed concern that, “If the units in charge under the Ministry of Health did not actively and urgently coordinate with the Permanent Office (General Department of Vietnam Customs) in order to carry out the connection and implement the above procedures, it would be impossible and incomplete in 2018 as planned.”

The above concern is completely grounded because the time remaining is very short, while the number of procedures which are needed to be connected is up to 23 procedures with huge workloads.

Moreover, over the past three years since connecting NSW (4/6/2015) up to now, the Ministry of Health has just implemented 5/28 procedures (including a procedure which has been implemented but abolished), reaching 17.8% of the registration procedures in the period 2016-2018.

As mentioned above, in 2018, this Ministry registered to carry out 23 procedures, but so far no procedures are connected.

In an official letter sent to the Minister of Health, the leadership of the Steering Committee 1899 asked Minister Nguyen Thi Kim Tien to concentrate more and direct the concerned units to actively send officials in close coordination with the related authorities and Permanent Office to carry out the relevant work for connecting 23 procedures as planned.

Specifically, coordinating with the General Department of Vietnam Customs to urgently review the process and related documents.

At the same time, developing professional requirements; unified professional processes, information and exchange indicators between the Ministry of Agriculture and Rural Development system and the National Single Window Portal; Installation, testing and connecting the system.

One more important content was that of organizing training courses for people, enterprises and officials; Organizing the official deployment of the procedures which have already been registered...
