Ministry of Finance conduct comprehensive administrative reform, contributing to promoting economic development.

VCN - The administrative reform campaign of the Ministry of Finance has received increasingly attention and become more established, the quality and efficiency of work has been more distinct day by day. The Ministry of Finance’s leaders have paid attention, instructed continuously to all areas of the finance-budget sector, helping to keep stability, restrain inflation, and stimulate economic-social growth. This result has been clearly shown in the result of the administrative reform campaign in the first 06 months of 2023.

Tight control of administrative procedures

Since the beginning of 2023, the Ministry of Finance has developed and issued the 2023 administrative reform plan with key tasks and solutions aimed at continuing to promote and effectively implement administrative reform campaign in the finance sector. This plan closely follows the 07 contents of administrative reform, proposing 59 task groups with 150 specific products/activities, clearly identifying the basis, responsibility of each lead unit, coordination as well as general progress regulations. In the first 6 months of 2023, the Ministry of Finance has implemented 122/150 planned tasks, of which 34 tasks have been completed, 53 regular tasks have been effectively implemented and on schedule, and 35 tasks are being carried out.

Notably, regarding the results of administrative procedure reform (APR), the Ministry of Finance has effectively implemented the 2023 APR Control Plan to meet the APR requirements stated in the Resolutions of the Government and Directives of the Prime Minister. In the first 6 months of 2023, the Ministry of Finance continued to strictly control APRs within its jurisdiction with the goal of comprehensively reforming administrative procedures in association with the development of e-government and digital transformation to maximize convenience for people and businesses, contributing to improving the business environment and enhancing national competitiveness. The Ministry of Finance regularly reviews and evaluates administrative procedures to propose the abolition of inappropriate administrative procedures or amendments in a specific, clear, simple, and feasible manner for individuals and organizations to implement.

Up to now, the total number of administrative procedures still in effect under the management of the Ministry of Finance are 794 procedures, of which the taxation field are 235 procedures; the customs field are 225 procedures; the treasury field are 11 procedures; the reserve field are 7 procedures; the securities field are 104 procedures and the general finance field are 212 procedures.

According to statistics from the Ministry of Finance, from December 15, 2022 to June 14, 2023, units under the Ministry of Finance have conducted impact assessments for 30 administrative procedures in draft legal documents in the field of management to ensure compliance with regulations. On that basis, options and optimal solutions have been selected for the issuance of new or amendment and supplementation of administrative procedures in the field of management of the Ministry of Finance. Based on legal documents regulating administrative procedures, from December 15, 2022 to June 14, 2023, the Ministry of Finance has reviewed and issued 08 decisions to announce the abolition of 10 administrative procedures; amend, supplement, replace 10 administrative procedures; announce 03 new administrative procedures in the fields of management.

Strong modernization in order to meet management needs

In addition to administrative procedure reform, the Ministry of Finance has also continued to effectively deploy the construction and development of e-Government to meet the state management needs of the Ministry, as demonstrated through the modernization results in the fields of taxation, customs, and treasury. In the field of taxation, electronic tax declaration, payment and refund services have been deployed at 100% of departments and local sub-departments of taxation. To date, over 99% of businesses have used electronic tax declaration, payment and refund services; completed the deployment of electronic invoices for 100% of businesses, organizations and households, individuals doing business... Regarding the deployment of electronic invoices initiated from cash registers, to date, there have been more than 16.421 businesses, households and individuals doing business registered to use with the number of invoices initiated from cash registers being over 5.070.831 invoices. Along with that, the Ministry of Finance has officially deployed the electronic tax application on mobile devices (eTax Mobile) and the electronic portal for foreign suppliers (etaxvn.gdt.gov.vn). To date, the number of downloads and installations using the eTax Mobile application are 424.911 downloads, with 54 foreign suppliers registering and successfully declaring taxes on the electronic portal.

The Ministry of Finance has also continued to improve policies to strengthen tax management for e-commerce and cross-border business activities. On December 15, 2022, the Ministry of Finance (General Department of Taxation) launched the E-commerce Information Reception Portal. To date, there have been 329 e-commerce platforms submitting data to provide information to tax authorities with 600 submissions.

In the field of customs, the Ministry of Finance has deployed information technology applications to facilitate import and export activities, aiming to build a smart customs model. The customs sector has completed the 5E goal in information technology application. The Ministry of Finance has continued to coordinate with ministries and sectors to deploy administrative procedures on the National Single Window mechanism. To date, the National Single Window mechanism has had 250 administrative procedures of 13 ministries and sectors connected with over 6,3 million sets of records of more than 62 thousand participating businesses. In terms of deploying the ASEAN Single Window mechanism, the Ministry of Finance continues to exchange electronic D-form certificate of origin information with all 9 ASEAN countries. In addition, it continues to manage, monitor and ensure the stable operation of the VNACCS/VCIS automatic clearance system and centralized information technology systems of the customs sector 24/7, ensuring security, safety and uninterrupted communication to effectively serve import and export clearance.

In the field of treasury, currently, 100% of administrative procedures in the field of treasury have been integrated into the National Public Service Portal: Transactions with the State Treasury operate 24/7 (including holidays) with the number of transactions of documents for state budget expenditure arising through online public services reaching over 99.6% of the national expenditure documents on TABMIS. In addition, the State Treasury is implemeting many solutions to expand coordination in budget collection and bilateral electronic payment with commercial banks. Currently, the State Treasury has signed agreements with 20 commercial banks, connected bilateral electronic payment with 15 commercial banks and is continuing to coordinate with the remaining commercial banks to deploy implementation.
