The fee for granting a certificate of imported scraps of paper issued by the Ministry of Natural Resources and Environment is 60,000 VND – 64,000 VND.

The Circular stipulates that payers are organizations and individuals that propose competent agencies to grant or reissue certificates of eligibility for environmental protection in the import of discarded materials as raw materials for production under the guidance in the Minister of Natural Resources and Environment’s Circular No. 41/2015 / TT-BTNMT on environmental protection in the import of discarded materials as raw materials for production and other amended or supplemented documents (if any) .

The payers shall pay fees within 10 working days from the date of submitting the dossiers of application for grant or re-grant of certificates. The fees shall be paid directly to the fee-collecting organization or remitted into the accounts payable to the State budget of the fee-collecting organizations opened at the State Treasury.

The Department of Pollution Control under the Vietnam Environment Administration (the Ministry of Natural Resources and Environment) and the provincial or municipal Natural Resources and Environment Departments shall collect charges according to the provisions of this Circular.

At the fee table, the Finance Ministry states that in the case where the organizations or individuals undertake the entrusted import of discarded materials as production raw materials, the fee levels for grant and re-grant of certificates shall be 20 million VND for each organization or individual having warehouses and yards for storing scrap materials; and 12 million VND for each organization or individual without having warehouses or storing yards for storing imported materials.

The level of charge for issuance and re-issue of certificates in the case where organizations and individuals directly use imported materials for production materials varies from 48,000 VND to 80,000 VND for each certificate issued by the Ministry of Natural Resources and Environment for the first time and 26,400 VND to 80,000 VND for re-issuance.

With a certificate issued by the Department of Natural Resources and Environment, the fee is between 22,000 VND and 32,000 VND, regardless of first issue or re-issue.

By the fifth day of every month at the latest, the fee-collecting organizations shall have to send the collected charge amount of the previous month into the State budget opened at the State Treasury.

Fee-collecting organizations shall be entitled to deduct 90% of the total collected fee amount to cover the provision of services and charge and pay 10% of total amount into the State budget; except for paragraph 2 of this Article.

In the case where fee-collecting organizations are State agencies which are not covered by package expenditures from the source of collected charges, 100% of collected charge amounts shall be remitted into the State budget. The source of expenses for the provision of services and charges collected from the state budget shall be included in the estimates of the collection organizations according to the State budget according to the provisions of the Law.
