Recently, the press published an article entitled “Spending millions VND on buying “slot” for customs clearance of agricultural products” at Kim Thanh International Border Gate No.2 (Lao Cai). Many drivers carrying agricultural products from South provinces want to take goods to the gathering site at the border gate soon, they must spend at least VND3 million on buying a “slot” to take goods to the main gathering site. If they do not buy a slot, they have to park at auxiliary sites andwait a long time to take goods into the main sites to export goods.

Regarding the information, on May 4, a Customs News’ reporter asked the competent authority in Lao Cai province and the authority said that the negative situation reflected by the press was true, this situation incurred in the stage of regulating vehicles at the border gate but in the customs clearance stage.

Specifically, Deputy Director of Lao Cai Economic Zone Management Board, Ha Duc Thuan said that when strictly implementing social distancing, the intersectional force at the border gate only permits the of maximum less than 50 vehicles for each slot of goods export. Therefore, many vehicles must park outside and around the border gate, so the negative situation has incurred in regulating vehicles to carry export goods to the border gate. On the information, the Board has worked with exporters to clarify this situation, but there are not any exporters denouncing specific forces who received money and the amount for each slot, so there is no basis to handle.

Facing this situation, the Lao Cai Economic Zone Management Board has advised and been given a new management plan by the Lao Cai People's Committee. Accordingly, the Lao Cai Economic Zone Authority uses a gathering site of Kim Thanh Logistics Company located near the border gate to gather all vehicles carrying export goods.

At this gathering site, the Board will chair and coordinate with competent forces at the border gate to regulate vehicles carrying export goods.

"This plan has been applied from May 1. Until now, the Board has not received any further feedback on the negative situation," Thuan said.

For customs clearance, about 400 vehicles have been cleared per day at Kim Thanh International Border Gate No.2
