VCN - Vietnam Trade Information Portal (VTIP) at httpswww.vietnamtradeportal.gov.vn  was officially launched on July 12, 2017, and expected to help the business community and relevant parties to seek necessary and useful information, and facilitate trade. This is considered as an effective bridge to help the business community to join the international market in the context of strong globalization.

The Vietnam Trade Information Portal has two versions in Vietnamese and English.

Thus, what information will be provided by VTIP to business community and users?

Information easily sought

According to the research from Customs Newspaper, VTIP is developed in Vietnamese and English. The Portal provides an accessible, logical, helpful window for traders to access important regulatory and procedural information needed to export, import and transit.

On the homepage, users will see information on introduction, member registration area, latest news, articles and announcements, sitemap, commonly used terms in the field of customs, export and import, terms and conditions and links to submit feedback.

The "Search this Site" section on the Portal allows users to seek for interesting information by typing related words or phrases and clicking on "Search" box. The information related to keywords will display, especially in the field of import and export and Customs. Notably, the “Search trade information” section on the portal allows users to access information about goods and tariff schedule, legal documents, measures and standards, procedures and forms. All information is connected together by thousands of links and allow users to know about specialized inspection measures, legal documents, procedures, and forms that apply to each commodity under the HS code of the goods.

An officer directly develops the Portal said: On the "Commodity and Tariffs" page, users can click on "List all" to seek a complete goods list classified into 98 chapters, or click on links to see each chapter and its subgroups.

According to the officer of the of Customs IT and Statistics Department (General Department of Vietnam Customs), this portal is designed with many useful services for users to search information easily. Users can also search a specific commodity. For example, if users want to know the tax rate for exporting rice from Vietnam, he/she just enter HS code and click on the "search" box, a table of different import and export tariffs will display. If users do not know the HS code of rice, he/she can select the "Description" section, and enter "rice" word in the box, and click on "Search". As a result, rice HS code and all related information will be displayed.

By clicking on the specific commodity with the eight-digit HS code, information related to that commodity will be displayed, including tax rates ( Most Favored Nation (MFN), Value Added Tax, Special Consumption Tax, and tariff rates under the ASEAN free trade agreements); Specialized inspection measures applicable to commodities of relevant ministries and sectors; Legal documents as basis for these measures; and procedures for implementation of these measures; And related forms to complete the procedure. These contents are connected with links which help users easily search relevant information.

In addition, this page provides information on preferential tariffs for goods under FTAs joined by Vietnam.

Source for legal documents

Besides, the search section for HS code, tariff rates of commodity and etc, VTIP also provides a series of services. On the "Legal documents" page, users will find a list of nearly 1,000 legal documents related to the import-export operation, as well as many different search facilities such as: title, type, responsible agency, issuing agency and date of issue of documents.

Users can view, save and print these documents in pdf files in Vietnamese and English (if any) by clicking on the language icons. The brief introduction to legal documents in English is also displayed.

On the “Measures and Standard” page, users will find specific requirements applicable to many types of goods and are classified into different categories under the general classification of WTO. When seeking for a specific commodity, the result will show all relevant information, including legal documents as a basis for the implementation of these procedures, and forms (If any).

On the “Procedures” page, users will find specific instructions on process steps that need to be implemented in trade. For example, the section of Customs procedures for import goods will provide all necessary information, including responsible agencies, the legal framework of procedures, processing time and relevant fees.

Users will also find a list of required documents and process maps with step-by-step instructions which are designed in graphic flowchart enclosing links to relevant forms and policies to help importers and exporters easily visualize and meet the relevant requirements to complete the procedures.

On the "Forms" page, users will find forms through keywords, agency names or categories. Clicking on any form, users will view the relevant information, as well as links to view procedures required for this form. Users can easily view, print and download these forms in pdf files by clicking on the corresponding language icons.

In addition to the commercial information search, users will also find a series of important sections on the Portal such as: the remarkable information section including Free Trade Agreements, Market Access Information, ASEAN Trade Repository and Enquiry Point on Sanitary and Phytosanitary Measures and Technical Barriers to Trade. Clicking on each information section, users will be introduced to the relevant contents, as well as provided links to access to relevant information pages to further know interesting contents.

In addition, the information and articles section includes news, publications, announcements, and useful links. In the “News” page, users can find the latest news related to import-export operations. In the “Publication” page, users can look up data related to import-export operations in Vietnam. The “useful links” page will provide links to some necessary websites for export and import operations, such as the website of the General Department of Vietnam Customs and National Single Window and etc.

VTIP hosted by the General Department of Vietnam Customs (Ministry of Finance) with technical assistance from World Bank in Vietnam, VTIP is expected to improve the predictability and transparency of Vietnam’s trading laws and processes. VTIP aims to provide legal regulations and necessary procedures for export and import operations to the business community through the National Single Portal. This initiative is also in line with the government’s commitment on facilitation in sharing information and Article 1 of Trade Facilitation Agreements of the WTO.
